Plan International seeks an outstanding Female Genital Mutilation (FGM) Technical Lead [Contingent on proposal award] to provide overall technical support to the design and implementation of the anticipated "Supporting the Africa Led Movement to End FGM Programme across 6 countries" (Kenya, Somaliland/ Somalia, Nigeria, Guinea, Sierra Leone, Mali) with an expected budget of approximately £35 million over five years.
The project will focus on accelerating the pace of change to end FGM achieving results at scale.The programme looks at achieving change at scale in the chosen countries, but also reinforcing this with a more global approach to grassroots networks and campaigns/advocacy. The programme will deliver community-level projects to end FGM by changing attitudes and behaviours towards harmful practices, empowering communities to protect the safety, rights and choices of women and girls.
- Provide technical advice across the consortium during programme design/co-creation phase and implementation to ensure effective results.
- Provide technical support to Plan Country Offices, local implementing partner organisations, and consortium partners to ensure project activities are being delivered against the technical minimum requirements.
- Provide technical support to/ build capacity of implementing partner organisations to ensure high-quality programme implementation, ensuring they are aware of, and compliant with, donor and Plan standards.
- Provide support to advocacy and campaigns teams to ensure technical quality and relevance of messaging.
- Engage effectively with key national, regional, and community stakeholders, including government representatives, donor, civil society, and academic institutions to ensure effective delivery. Present to various audiences on the technical aspects of the programme design and implementation and support the process of dissemination of learning.
- Support the Team Leader in coordinating and liaising with other key regional and national stakeholders, consortiums, other relevant donor-funded projects.
- Support the Team Leader in representing the project externally, as needed.
- Support consolidation and quality submission of project reports to time, and in line with agreed governance structure.
- Support M&E and Adaptive Learning colleagues in formulating indicators to measure the effectiveneess of applied FGM prevention and response mechnisms and, based on M&E findings, support process of adapting progamming to ensure that the most contextually effective/relevant interventions are applied across the programme.
- Support and contribute to the writing of the inception report to the donor and other regular reports to be produced throughout the programme.
- Support the development of costed annual workplans, as needed.
- Represent the programme across a range of governance mechanisms, for example, at the Senior Programme Board, and externally as required.
- Ensure that Plan Internationals global policies for Child Protection (CPP), Safeguarding, and Gender Equality and Inclusion (GEI) are fully embedded across all project activities in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
In order to succeed in the challenging and varied role, you will have extensive experience in the following areas:
- Extensive technical knowledge in thematic area of Female Genital Mutilation (FGM), including knowledge of current trends in changing social norms in one or several of the countries of implementation to end FGM.
- Knowledge of various FGM prevention and response mechanisms and innovations related to addressing harmful traditional practices is essential.
- Extensive experience in implementing community-level social norms and FGM interventions and/ or acting as a technical advisor to such programmes.
- Experience of working on large complex programmes, ideally DFID contracts, and working with/ through partners, including building technical capacity of implementing partner organisations.
- Experience of working in one or several of the proposed countries and strong understanding of context and contextual challenges faced by communities in the country.
- Demonstrable applied knowledge of Adaptive Learning programming.
- Experience in implementing behavioural change programming models.
- Strong relationships with sector specialists and relevant global networks.
- Strong public presentation skills and ability to represent the programme to a variety of audiences ranging from government representatives, donor, academic institutions, civil society, community representatives, and other as required.
- Advanced report writing skills.
- Advanced degree in a relevant field, for example, Gender Studies, Gender and Development, Development Studies, or Sociology.
- Fluency in English.
- Knowledge of French/Arabic/local languages would be an advantage.
- Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
