The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world. DRC has been operating in Somalia for more than twenty years, where we assist returnees, IDPs and displacement-affected communities in all three regions (Somaliland, Puntland, and Central and Southern Somalia) through protection, service delivery and livelihoods activities to enhance their self-reliance and expand opportunities for a dignified life. DRC provides both humanitarian assistance and longer-term development support to respond to the needs of communities affected by acute crisis as well as those in protracted displacement situations. In the past year, DRC’s strategic focus has shifted towards more durable solutions-oriented programming, linking displacement affected communities to longer-term initiatives to build resilience and recovery.
Overall Purpose of the role
The purpose of this position is to implement a durable solutions project in Dollow-Somalia by providing day-to-day coordinated services for the wellbeing and protection of women, girls, youth, People with disabilities, establishing of community structures for enhancing community participations into the project, promoting child safeguarding policy and improving opportunities for youth through social integration and community cohesion activities
· Facilitate monthly town hall meetings with returnees, refugees and IDPs through a central committee (facilitated by the Peaceful Coexistence Forum), and facilitate participation of refugees and host community.
· Train and sensitize police and relevant ministry staff to ensure returnees, refugees and IDPs are protected and included in national programs.
· Establish Five refugee community support groups with elected leaders, including representation from women, elderly, PSN, and youth.
· Establish a central committee from the already established five refugees support groups.
· Conduct a rapid assessment to identify protection needs for refugees in Dollow, establish baseline and recommend action. / Livelihood needs for PSN.
· Strengthen existing peaceful coexistence forum (CF), and ensure the forum is gender-age sensitive and it has representation from different refugee ethnic groups, the host community, and IDPs.
· Capacity building for support groups, the committee, the CF and the host community, on leadership, human and refugee rights and engagement with local authorities, among other topics.
· Establish a child protection committee that will assist in case management and sensitization in collaboration with UNICEF, and support child clubs.
· Identify and document persons with specific needs (PSN) among returnees, refugees and IDPs community.
· Provide referral services for medical support, and payment of treatment costs to service providers for identified and documented PSN, and link them with community support groups for social rehabilitation and integration into community activities, and identify new initiatives to support PSN.
· Identify and support livelihood activities for family members of persons with mental issues/PSN and link them to accessible markets.
· Develop and establish a referral pathway for identified cases (including medical, legal, psychosocial assess specific child protection needs among the refugee community, including, and not limited to, child labour and early marriages, and provide recommendations for action.
· Identify children in need for best interest assessment and best interest determination case management services.
· Identify the needs of children and support them with appropriate services, which includes alternative care arrangements, family tracing and reunification, home visits, and monitoring.
· Strengthening and supporting youth talents, including host community, with interest in various skills (e.g. music, drama, dance, etc.).
· Establish recreational activities for children and link them with the community centre.
· Provide and supervise peer support services and language classes to refugee youths at the community recreational centre.
· Identify returnees, refugees and IDPs youth for vocational skill trainings VST
Experience and technical competencies
· University degree or diploma, preferably in Social Sciences, Human Rights, International Law or related field from a recognized institution of higher learning.
· Experience, preferably a minimum of one year, as a social worker or on case management and implementing community-based protection activities;
· Strong listening and empathy skills, as well as commitment to supporting women and children survivors/ at risk;
· Experience working with International NGO’s, UN agencies and/or local authorities in complex emergencies
· Experience in community mobilizations and networking. Ability and motivation to work well with local authorities, local leaders and local community;
· Good cooperation skills, ability to work well independently and in a team;
· Good problem solving and social skills and creative, to think of alternative solutions;
· Strong organizational, interpersonal and communications skills;
· Computer literate (Word and Excel);
· Willing to work extra hours and available at the weekend for emergency cases.
• Fluency in written and spoken Somali & English
