Poland: Better Learning Programme Capacity Building Manager, Central and Eastern Europe
To support the regional response in the best way, NRC has established the Central and Eastern Europe Regional Office (CEERO), based in Warsaw, Poland. This ensures a centralised structure in proximity to the crisis and will provide coordinated support, management, advice and oversight to the country operations. The regional office is responsible for the strategic development of NRC programming in the region by maximizing the support to Country Offices (COs) as well as by exploring and creating synergies among COs. The Regional Programme Department is focused on research, policies, guidance & procedures, evidence and learning, capacity building, programme quality and donor relations.

What you will do:
Roles and Responsibilities:
On BLP: NRC’s Better Learning Programme (BLP) is a psychosocial support (PSS) programme which can be integrated within education programming. It is NRC's flagship classroom-based PSS intervention for children in crisis-affected communities. The programme is a holistic approach to supporting children’s recovery and improving their conditions for learning. The BLP consists of three components of programme intervention. The first – the BLP-1 – is a general, classroom-based PSS approach targeting all children and young people. The second – the BLP-2 – is a small group intervention to support resilience amongst a more specific target group of academic under-achievers. The third – the BLP-3 – is a specialized PSS approach to address nightmares, which many children experience as a chronic symptom of traumatic stress.
The Psychosocial Support-Better Learning Programme Capacity Building Manager (PSS-BLP CBM) will work under the education core competence and will be in charge of mapping out capacity building needs across all NRC country offices in the Central and Eastern Europe region, design and implement capacity building packages both online and during field visits. The PSS-BLP CBM will also be in charge of implementing quality control by using existing tools and guidelines providing implementation advices to each country office in need of support.
Specific Responsibilities:
- Assess and map existing strengths, weaknesses, capacity gaps in implementing BLP across Country Offices;
- Focal point for the BLP capacity building component including coaching and mentoring across relevant Country Offices and related partners;
- Support the in-country BLP focal points to implement and monitor BLP activities;
- Develop/revise technical guidance for BLP programme development and implementation;
- Roll-out across relevant Country Offices (incl. partners) the BLP global materials (such as the BLP Guidance Kit, the BLP youth wellbeing programmatic documents, the capacity development Kit etc);
- Focal point to ensure quality implementation of BLP in relevant Country Offices through existing communication platforms follow-up, field-visits, coaching, and support throughout the Project Cycle Management;
- Coordinate BLP projects (global/regional grant) implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements;
- Ensure that BLP projects target beneficiaries most in need of protection, explore and asses new and better ways to assist;
- Actively participate the BLP Technical Steering Committee meetings to move forward project milestones through structured approaches;
- Interface with the Global BLP Unit (GBU) in coordination with the regional Education Advisor;
- Compile and disseminate best practice, lessons learnt, recommendations, and case studies from project implementation
- Lead communications and advocacy initiative to showcase BLP in the region;
- Support the Regional Education Adviser in reporting requirements, coordinate with Country Offices inputs and consolidation of reports to donors;
- Actively engage in regional and country offices research and M&E initiatives related to BLP.
What you will bring:
- Master’s or bachelor degree in Education, Pedagogy or other relevant subject;
- Minimum 5 years work experience in Formal Education system and/or in humanitarian Education sector
- Work experience in humanitarian/recovery context is considered an asset;
- Work experience in Central and Eastern Europe is the formal education sector is considered an asset;
- Previous experience operating NRC Better Learning Programme is considered an asset;
- International experience in the humanitarian or development sector is considered an asset;
- Additional work experience in Child Protection an asset;
- Work experience in Pychosocial Support programs;
- Work experience with Educational authorities;
- Work experience with local partners and capacity building and coaching of partners;
- Documented results related to the position’s responsibilities;
- Knowledge about own leadership skills/profile;
- Fluency in English, both written and verbal (knowledge of CEERO languages is considered an asset);
