Context:
Under the overall supervision of the Protection Coordinator and the direct supervision of the Protection Officer; and in close coordination with the Protection Officers and respective units in the field – the successful candidate will implement Protection programmatic response in line with internal policies and IASC guidelines on Protection. In particular, they will:
Core Functions / Responsibilities:
- Assist in the provision of case management services, including, coordination with caseworkers on needs, referrals to access basic services and addressing protection needs.
- Coordinate protection field teams and staff, in regards to keeping response – case management and community-based – is in line with protection principles and delivered in a timely manner.
- Serve as a focal point for protection spaces and centres, monitoring that activities and programming are inclusive, safe and needs-based.
- Build capacities of team members, and collaborate in the development of curricula, tools and other resources for protection activities.
- Oversee adherence to data protection principles when maintaining client databases and records, including, that protection monitoring and assessment tools are filled with quality data that is sufficiently detailed and accurate.
- Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
- Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
- Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
- Respond to complex information requests and inquiries; set up and maintain files/records.
- Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
- Monitor work of implementing partners and report any non-compliance to the supervisor.
- Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.
- Perform other related duties as assigned.
Required Qualifications and Experience:
Education:
- High School diploma with six years of relevant experience; or,
- Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Gender Studies, Social Work, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.
Experience:
- Experience in coordinating and guiding field teams with a strong background in protection in humanitarian and crisis settings, particularly case management for children at risk.
- Experience in child safeguarding mechanisms and overseeing Best Interest Procedures.
- Experience managing and running child friendly spaces in displacement and transit settings.
- Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,
- Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
Skills:
- Strict adherence to humanitarian, protection and GBV principles and standards, as well as organizational policies including Code of Conduct and Prevention of Sexual Exploitation and Abuse (SEA).
- Strong interpersonal and communication skills, including ability to work in a multi-cultural environment.
- Strong skills in community outreach and building relations with key community leaders and groups
- Sound ability to communicate practical knowledge on actions to address Protection, Child Protection and GBV issues at the operational level.
- Demonstrated analytical, writing and reporting skills.
- Solid computer skills (MS Excel, Word and PowerPoint).
- Can locate and apply key Inter-Agency Protection Resources.
Languages:
For this position, fluency in English is required (oral and written). Basic knowledge of Dari or Pashto is a distinct advantage.
