TITLE: Humanitarian Flood Response Project Officer

CONTRACT LENGTH: 4 months
ROLE PURPOSE:
The Humanitarian Flood Response Project Officer will employ to the emergency response for the recent floods in Chiang Rai province. The position holder will be based in Chiang Rai province and will work closely with the Humanitarian Flood Response Project Coordinator to ensure the effective delivery of flood emergency response programs. The Project Officer will be responsible for regular updating and assessing needs, coordinating resources, and delivering program support to address the impacts of the floods. Special attention will be given to child protection, education, and the provision of essential non-food items (NFIs). Additionally, the Project Officer will work with relevant stakeholders, including government agencies and CSOs partners to ensure a well-coordinated and child-focused response.

- Role Dimensions: The Humanitarian Flood Response Project Officer works with Humanitarian team across functions in Thailand. The position will work closely with SPQI team especially Child Protection Technical Expert, Education Technical Expert and MEAL team to ensure quality flood response.
KEY AREAS OF ACCOUNTABILITY:
Project Implementation and Management of Categorised Humanitarian Responses:
- Support coordination of Flood Emergencies responses.
- Coordinate with local stakeholders, implement and monitor the implementation plan to deliver timely assistance to affected populations
- Work closely with the Supply Chain team to ensure adequate supply chain support to deliver high quality programmes effectively
- Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
Emergency Response Planning & Implementation:
- Support the Humanitarian Coordinator and Director of Programme Operations and Humanitarian in updating and reviewing the emergency response plan
- Support the Humanitarian Coordinator on capacity building plan, including Psychological First Aid (PFA) and anticipatory action plan, to local stakeholders
- Coordinate with SC Mae Sot office to assess and maintain preposition of appropriate emergency relief stock
Programme Quality and MEAL:
- Ensure that programme objectives and activities are agreed upon within the context of Save the Children values, aims and objectives
- Ensure integration of humanitarian interventions to maximize the impacts of the interventions on children’s lives
- Support the Project Coordinator to produce high quality donor reports, internal narrative reports, and collection, analysis and dissemination of relevant information and data relevant to the response.
- Work with Communication Coordinator to ensure timely submission of the situation report for the humanitarian response and collect success stories to communicate with public and donors
- Work closely with MEAL team to collect qualitative and quantitative data relevant to the response; maintain beneficiaries database and ensure data confidentiality
- Work closely with MEAL team to ensure that a complaint response and accountability mechanism in place and well-maintained
- Work closely with MEAL and technical specialists to document good practices and lessons learned to promote learning on humanitarian interventions to inform future responses
Coordination and Representation:
- Establish, maintain, and improve active and regular working relationships with local authorities and CSOs partners to ensure smooth collaboration and complimentary response to the affected communities

QUALIFICATIONS:
- Thai nationality
- University degree in one of the disciplines relevant to the following areas: Emergency Management, Public health, Disaster relief services, International Relations, Education, Social Sciences, or a field(s) relevant to Humanitarian and/or international development assistance
- Skills and experience in one or more of the following sectors, Food Security, Livelihoods, Education in Emergencies, and Child Protection in Emergencies, monitoring, review, and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian framework.
EXPERIENCE AND SKILLS:
- At least 3 years/substantial experience in a civil society organization
- Ability to work collaboratively as part of a team as well as independently as required
- Excellent interpersonal skills and ability to communicate at all levels
- Proof of record of producing quality reports
- Proven ability to collect, analyse, and present data in various formats, tailored to diverse stakeholders, including donors
- Flexible to travel to remote areas affected by disasters with short notice
- Being agile to work in irregular working hours, especially at the onset of an emergency
- Ability to represent, and understand political awareness and advocacy
- Work independently with limited supervision from the line manager
- Intermediate knowledge and skills in Microsoft Office programs, e.g. Word and Excel
- Commitment to and understanding of Save the Children’s aims, values, and principles
Desirable:
- Based in Chiang Rai province
- Knowledge of procurement procedure and local transport
