Türkiye: Senior Manager, Protection
Overview
The Senior Manager, Protection oversees protection programming strategy development, program operations, coordination, and representation for multiple programs, providing Child Protection, Gender-Based Violence, and Psychosocial Support services in Syria. The Senior Protection Manager is responsible for the management of protection staff and programs in Syria and Turkey and for leading the Whole of Syria (WoS) protection strategy.
Responsibilities
Management
- Provide strategic vision, and guidance of the WoS Protection portfolio, including Child Protection (CP), Gender-Based Violence (GBV), and Psychosocial Support (PSS).
- Provide coaching, mentorship and training for staff to build capacity.
- Manage the implementation of protection activities, including mobile protection teams, awareness campaigns, and safe spaces.
- Oversee protection program budgets and expenditures, ensuring that programs are being implemented on-budget and on-schedule.
- Promote and support staff care and well-being, including interventions were needed.
- Conduct regular monitoring of activities and ensure quality of services and minimum standards, through completing monitoring reports and providing regular feedback to the staff.
- Compile and review reports as required by the donor, capturing activities’ progress, lessons learned, community needs and reconcile against activities planned and quality standards.
- Represent Global Communities at relevant cluster and donor meetings as appropriate at the Turkey hub and WoS levels.
Technical
- Identify protection needs through desk reviews and leading protection needs assessments.
- Ensure activities run according to minimum standards and best practices and are appropriate for the context, in line with minimum standards for CP, GBV, PSS and humanitarian principles.
- Develop and implement a capacity building plan for protection staff, through training and ongoing mentoring.
- Ensure programming aligns with the priorities of the humanitarian response and initiatives.
- Support business development opportunities through drafting of technical components and budget design.
- Apply a multi-sectoral response to protection through coordination and integration with other relevant sectors within Global Communities.
- Build Global Communities’ protection profile by contributing to regional and global technical discussions, promoting Global Communities-developed tools and guidance, and publishing key success stories.
- Encourage and support integration of Protection Mainstreaming & Safeguarding across WoS.
Representation
Whole of Syria (WoS) Support
- Be available for technical support and oversight to all Syria protection programs.
- Develop and implement an integrated WoS protection strategy, including drafting and/or revising Standard Operating Procedures to ensure all programming is in line with Global Communities’, donor, and international policies and best practices.
- Lead relevant WoS Protection coordination meetings, information sharing and learning between teams.
- Ensure harmonization of and consistency in protection program management tracking and implementation, including donor reporting, MEAL, and external visibility.
- Provide mentoring support to protection program staff and partner organizations to build capacity.
- Encourage and support integration of Protection Mainstreaming & Safeguarding across WoS through program innovation and business development ideas and opportunities.
- All other job-related duties as assigned by supervisor.
POSITION SPECIAL RESPONSIBILITIES:
- Up to 25% travel to Syria, Iraq and possible other locations ranging from one to six weeks.
- Supervision responsibilities.
- Will be required to attend meetings outside of normal business hours, i.e. evenings and weekends.
Knowledge, Skills and Abilities
- Ability to work effectively in an atmosphere of multiple projects, shifting priorities, and deadline pressure.
- Excellent communication skills, both written and verbal, including ability to effectively communicate across cultures and demonstrated ability to write required documents in a clear, concise, well-organized manner.
- Demonstrated ability to build and maintain effective working relationships with donors, project stakeholders, in-country collaborators, and staff at all levels of the organization.
- Commitment to the principles of confidentiality, survivor-centered approach, and Do No Harm.
- Strong attention to detail and ability to prioritize in a fast-paced environment.
- Computer literacy, excellent knowledge of word processing, excel and PowerPoint is required.
- Fluency in English, working knowledge of Arabic and/or Turkish highly desirable.

REQUIRED QUALIFICATIONS:
- Undergraduate degree in a related discipline and a minimum of six years of related work experience or a minimum of ten years of related work experience.
- At least 4 of which are specifically focused on management of protection programs.
- A minimum of 3 years’ prior experience working in emergency, conflict, post-conflict, or post-disaster settings.
- Experience working with individuals and groups at risk or victims of abuse, exploitation and violence.
- Understanding of international best practices, including USAID/BHA Protection, GASI (Gender, Age, & Social Inclusion), and SAP (Safe & Accountable Programming) requirements.
- Prior experience in the MENA region desirable.
- Previous experience working in remote management is considered an asset.
- Experience in capacity building of host country staff in programmatic, leadership and management skills.
