Position Summary:
The Senior OVC Technical Advisor (“Senior Advisor”) will primarily support the Global Health Bureau’s (GH) Office of HIV/AIDS (OHA) in the Priority Populations, Integration and Rights (PPIR) Division as a Credence Institutional Support Contractor (ISC) serving as a technical expert on addressing the needs of orphans and vulnerable children and adolescents in HIV programming. In this role, the selected candidate will work in the Global Health Bureau’s (GH) Office of HIV/AIDS (OHA) in the Priority Populations, Integration and Rights (PPIR) Division. The Senior Advisor is expected to work as a key member of the OVC Team, providing technical expertise grounded in previous, relevant experience and demonstrated child welfare and public health understanding. The Senior Advisor will also provide technical assistance for OVC community-based socio-economic programming for OVC including in support of the clinical cascade for children, adolescents and OVC adult caregivers living with HIV. The Senior Advisor will assist the Bureau for Global Health (GH), Missions, regional field offices, regional bureaus, cooperative agencies (CAs), private voluntary organizations (PVOs), host country governments and NGOs in the design, integration, and implementation of OVC programming. The Senior Advisor will participate in the review and evaluation of existing policies affecting children and families infected and affected by HIV. The Senior Advisor will provide technical support toward the design and improvement of programs in line with USAID and PEPFAR strategies and objectives.
Responsibilities:
The Senior Advisor will serve as an OVC subject matter expert within USAID for programming focused on the children, adolescents and families affected by HIV, with emphasis on the implementation of socio-economic support for OVC including, children, adolescents and OVC caregivers living with HIV. Specifically, the Senior Advisor will:
- Provide technical assistance to USAID’s GH Bureau and the Office of HIV/AIDS, USAID Missions, and the Bureau of Global Health Security and Diplomacy (GHSD)/PEPFAR on OVC within HIV program implementation.
- Review and support the technical quality of activities in the field by conducting site visits, meeting with implementing partners and USAID Mission teams, and reviewing work plans as well as program results.
- Search for and address emerging issues in need of PEPFAR and/or USAID support and guidance in OVC programming.
- Analyze, synthesize, and interpret program data and promote data-driven best practices.
- Develop and deliver relevant presentations, reference materials, reports, peer-reviewed literature, and other documents.
- Lead inclusively to promote USG interagency collaboration and strengthen coordination with other PEPFAR agencies and multinational partners (e.g., HHS, Peace Corps, DoD, WHO, UNICEF, Global Fund, etc.)
- May be requested to provide on-site short-term technical assistance for the President’s Emergency Plan for AIDS Relief (PEPFAR) at the Bureau for Global Health Security and Diplomacy at the Department of State.
Qualifications:
- Master’s degree with 10 years of relevant experience, bachelor’s degree with 12 years of relevant experience, associate’s degree and 14 years of relevant experience, or High School graduate and 16 years of relevant experience in social work, child welfare, or related social science or public health field, with experience in international child welfare service delivery.
- At least three years of experience working on OVC programming in an international or resource challenged setting.
- Experience in multiple countries in sub-Saharan Africa and/or Asia preferred.
- Experience with OVC programming at the international level is preferred.
- Experience with USG/PEPFAR preferred.
- Ability to develop and monitor components of OVC strategic plans.
- Knowledge of and familiarity with socio-economic programming for HIV-affected children and adolescents, including current programming context, OVC caregiver support, economic strengthening, child protection, violence against children, case management, OVC policy and advocacy in the PEPFAR context, ongoing HIV prevention and treatment initiatives, and relevant organizations working to respond to the needs of HIV-affected children, adolescents and families.
- Demonstrated ability to interact successfully with senior level representatives and high-level government officials of international and host country governmental and nongovernmental agencies, multilateral and bilateral organizations.
- Strong interpersonal skills and the ability to work cross-culturally with diverse teams.
- Excellent analytical, written, and oral communication skills.
- Strong ability to use data to improve programming.
- High degree of judgment, maturity, ingenuity, and originality to interpret strategy, to analyze, develop and present work, and to monitor and evaluate the implementation of programs.
- Ability to travel to transitioning or developing countries approximately 20-25% of the time is required.
- Computer literacy in Word, Excel, and PowerPoint.
- Fluency in a relevant foreign language is preferred.
- US citizen or US permanent resident with the ability to obtain and maintain a facility clearance.

Full salary range for this position is: $133,380 to $200,720 per year with the starting salary determined based on candidate’s knowledge, skills, experience, and education, in addition to budget availability.
