Background:
Together for Inclusion (TOFI) is a non-profit Organization headquartered in Edmonton, Canada, with country offices in Kenya, Somalia and Ethiopia. Tofi implements a large range of projects together with donors and key national stakeholders to assist countries and communities to successfully emerge from conflict. Escaping conflict requires a broad mix of activities targeting GBV Survivors, Caffac Children, women & girls at risk, peace building, and community recovery efforts. As a result, TOFI believes there are multiple ways to support communities and institutions in transitioning away from conflict
Overall Purpose of the Role:
The Protection Officer – CP, is a member of the TOFI Protection team in Somalia under the supervision of the Protection Coordinator (PC). He/she is responsible for the child affected by armed conflict project and will oversee the day to day implementation and monitoring of project activities, database management and reporting in addition to providing technical support to implementing partners. The position is also responsible for the daily contact with the relevant implementing partners and will be responsible for enhancing the capacity of the partners.
Responsibilities: (group around key responsibility areas with bullet points under each responsibility area)
Program Implementation:
- provide day to day technical support to all implementing partners
- Compile and produce quality project reports (monthly, progress, final reports) and submit to the Protection Coordinator (PC) in a timely manner.
- Ensure that regular field monitoring/ visits are conducted; Undertakes field visits related to trainings, meetings, spot checks and evaluations
- Ensure that partners implement TOFI programmes in accordance with donors’ regulations and with TOFI standard procedures
- Supporting the strengthening of the existing child protection system and case management by coordinating the CP activities of partners and promote linkages to service providers.
- Lead the preparation of all procurement and administrative documents required for CP project implementation at area level
- Support any other CP/ protection project as directed by Protection Coordinator.
Data Management:
- Maintain the respective field database
- Receive data from partners, review quality and reliability and ensure they meet all the criteria. Follow up on any reports that require additional information or follow up.
- Only weekly basis upload, the relevant incident into the field database and share with the PC.
- Verify data submitted by partners thought triangulation with other sources and closely keep an eye on the partners in regards to reliability of the data.
- Provide bi-weekly data updates to Donor and coordinate verification and follow up
Monitoring and Evaluation:
- Closely monitor partner work plans and ensuring project activities are implemented in compliance with the timelines and donor requirements. Where challenges arise, ensure that these are flagged early, communicated to the PC and addressed in an appropriate way.
- Take minutes during all project meetings and ensure timely sharing of action points and follow up
Reporting:
- Prepare quality and timely monthly/quarterly project reports
- Review partner monthly reports and provide feedback on monthly basis
- Draft monthly situational report and 5W matrix for the CP AOR/ protection cluster
- Provide statistical analysis on a monthly and quarterly basis
Budget Monitoring:
- Monitor and review the partner response matrix again the partner incident reports and financial reports and ensure consistency. Any discrepancies to be shared with finance officer, PC on monthly basis project BFU on monthly basis and provide feedback to the finance team.
- Regular review partner financial reporting and documentations.
- Participate in area BFU meetings
Collaboration and Representation:
- Field database contact person
- Attend CP AOR, GBV AOR, Protection cluster and other relevant protection related meetings at regional/national level
- Support the area protection team in conducting assessment or other related activities on a need’s basis.
- Maintain an open and professional relations with TOFI and partner staff,
Capacity Building:
- Support child protection/protection trainings for implementation partners/TOFI staff in Somalia.
- Closely support and build the capacity of partner staff
Experience, Education, and Technical Competencies:
- A minimum of 2 years’ experience, within the field of protection, particularly in child protection.
- University degree, preferably in Human Rights, Law, Social Science or related field from a recognized institution of higher learning. Graduate degree will be an advantage
- Experience with regarding to IT/database management including CPMIS
- Proven knowledge of UN resolutions on children in armed conflict and preferably practical knowledge of working with these resolutions.
- Experience in building capacity of partners and staff on child protection, monitoring and documenting child rights violations, draft analytical fact sheets
- Good report writing and analytical skills
- Ability to work well under pressure and in adverse conditions
- Excellent communication skills, personable and calm
- Commitment to gender equity
- Honest, hardworking, and independent
Languages:
- Fluency in written and spoken Somali & English
Conditions:
- Availability: Dec 2024
- Duty station: Mogadishu/ Nairobi, Dadaab, Galkacyo, Dhusamareb, Garowe, Bossaso)
- Reporting to: Protection Coordinator
- Duration: 1 Year with possibility of extension based on performance and funding
- Contract: This position is graded as RB 4 -Non-Management for qualified national staff and the terms of employment will be in accordance with TOFI terms for national staff.
