
Lebanon: Program Manager
The Program Manager is responsible for the effective management and oversight of Project Managers and the coordination of project interdependencies. You will ensure that all programs are aligned with the organization's strategic objectives, implemented with high quality, adapted to the local context, and designed to deliver sustainable impact.
This position reports to the Country Delegate and works closely with Support Managers, Technical Coordinators, and Area Coordinators on all grant-related matters, donor compliance, and proposal development.
Key Tasks and Responsibilities:
Specifically, the person is in charge of:
1. Program Implementation:
- Supervises Project Managers and ensure regular information flows and timely decisions.
- Supervises and approve of MoUs with partners.
- Revises/evaluates monthly activities in coordination with the Operation and Project Managers.
- Provides inputs for adjustment in project activities.
- Responsible for monitoring program progress and guaranteeing the quality of the implemented activities.
- Accountable for people management of field staff. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
- Analyses the organizational structure: proposes resources optimization, development of new positions or expertise.
- Ensures overall provision of and adherence to organization's policies, procedures, guidelines, systems and standard practices.
- Ensures information flows with Country Delegate and Support Departments
- Leads donors, press and partner field visits.
- Leads overall program evaluations, assessments, baselines.
- Responsible for submission of internal reports to Head of Programs, Country Delegate and Desk Officer and adjustments of program if necessary.
- Performs final revision of donors’ intermediate and final reports.
- Provides inputs for new project proposals, cv developments and critical review of activities and performance indicators.
- Submits relevant documentation and data for project proposal development.
2. Admin, Finance, and Compliance:
- Responsible for monitoring the budget and its implementation. Responsible for informing Country Delegate of issues with an impact on the budget and suggesting measures to be taken.
- Consults on level of expenditure of project budget lines and comparison to actual implementation on the ground at global level.
- Performs quarterly spot checks on financial reports/bfus both internally and on partners.
- Prepares budgets for project proposals (with the support of PMs and admin staff).
- Ensure projects are following donors’ guidance, comments and recommendations.
REQUIREMENTS:
- Higher education in project management or general field of study
- Minimum five-year experience in a similar position with an international NGO working in emergency contexts, especially in child protection and/or education sectors
- Extensive experience in senior leadership roles with proven capacity to develop and implement funding strategies
- Strong understanding of the humanitarian system, donors landscape, and program management
- Excellent knowledge of the Middle East regional context is essential
- Languages: English (both spoken and written) is mandatory, Arabic is an asset
- Excellent command of IT tools, including MS Office (Word, Excel, Outlook, PowerPoint)
- Ability to work autonomously and effectively under remote management
