Sudan: Safeguarding Expert (Nationals only)

General Purpose:

In 2021 Action against Hunger approved its international safeguarding policy which commits to protecting all persons we encounter through our work, including children and at-risk adults. The policy contains two annexes that address the prevention of sexual exploitation and abuse (SEA) and child protection.

The main objective of this post is:

  1. to properly implement the safeguarding policy at our Sudan operations, included bases and sub-bases, particularly on the protection from sexual exploitation and abuse (PSEA) and child protection.
  2. To assure that the PSEA work is adequately incorporated into all areas of intervention from writing proposals to the implementation of activities and the monitoring and evaluation process, following PSEA international standards.

Key Activities:

  • Leading the implementation of the safeguarding policy at the operational level, country, base and sub-base levels
  • Producing operation plans to mainstream SEA across our humanitarian work in Sudan.
  • Strengthening a safeguarding structure comprised of safeguarding focal points, leading its coordination and training and assuring delivery of their activities.
  • Helping to incorporate properly the SEA angle into risks analysis and the project cycle
  • Leading SEA training and assuring the messages of zero tolerance against SEA is well understood between our staff, service providers, partner NGOs and beneficiaries.
  • Planning the safeguarding work with service providers and partner NGOs to comply with the requirements of the PSEA policy.
  • Identifying and engaging with local women NGOs to help us dismantling gender discrimination behind SEA behaviors.
  • Producing safeguarding awareness-raising, training and similar materials for staff, beneficiaries, and services providers.
  • Analyzing the impact of SEA reporting mechanisms and proposing adjustments when necessary to strengthen them.
  • Helping to properly apply the SEA case management protocol, analyzing lessons learnt.
  • Helping to increase regional exchanges and initiatives on PSEA across other country offices of AAH Spain.
  • Helping with donor relations on PSEA requirements coming from them.
  • Ensuring the measure of PSEA impact and helping to communicate progress and lessons learnt.
  • Any other task required to help increasing safeguarding capacity in Sudan.

Candidate Description:

Training:

  • Master’s degree on gender, child, human rights, protection or related field. In the absence of that, substantial field experience working on gender-based violence and ideally on PSEA, will be required.

Technical Specific Knowledge:

  • 4 years proven experience working on SEAH and/or gender-based violence at NGOs, ideally in the humanitarian sector.
  • Understanding of confidentially is a must.
  • Sensitivity to sexual violence and cultural diversity.

Previous Experience (years):

  • Previous experience working Work experience in partnership with local NGOs would be an asset.
  • Experience managing SEA or harassment cases will be an asset.
  • Working with gender-based violence victims will be an asset.
  • Understanding of the victim -centered approach will be an asset.
    • Ability to communicate technical concepts clearly to different audiences, partner NGOs, program beneficiaries etc is key.

Humanitarian Sector Knowledge:

  • Understanding of humanitarian sector is required.

Organisation Knowledge:

  • Prior NGO experience is required either at national or international level.

Languages:

  • Fluent written and oral English and Arabic are mandatory.

Communication:

  • Excellent interpersonal skills and the ability to engage appropriately with partners’ staff across various job functions.

IT systems:

  • Word, Excel, PowerPoint

Mobility (national/ international): 

  • They are based in Port Sudan, with frequent trips to localities where AAH intervenes.

Commitment to Gender Equality: 

  • Solid knowledge of gender issues, power imbalances and gendered roles.

Remuneration Package:

  • Based in: Port Sudan
  • Position length: 1 year (renewable based on Evalution)
  • Line manager: Country Director
  • Salary: 1650 USD (gross)
  • Annual Leave: 20 days/ year
  • Emotional care service at the service of the employee and family.
