ROLE PURPOSE:
In response to the recent Gaza war, Save the Children has scaled up child protection programming, including the provision of case management services to Unaccompanied and Separated Children/UASC and other vulnerable children and interim care for unaccompanied children.
The overall role of the Case Management Specialist will be to lead on the SC Case Management work and establishment of family based alternative care and independent living for children and adolescents, and to support the quality of Save the Children’s case management programme under the supervision of the Child Protection Adviser. The Case Management Specialist will focus on building Save the Children’s and partners’ technical capacity and quality internally to provide quality support to UASC and other vulnerable and at-risk children.

KEY AREAS OF ACCOUNTABILITY:
UASC and Alternative Care:
- Lead on the start-up of family-based alternative care program in Gaza following Save the Children’s technical approach to alternative care.
- Support SCI and partner staff to respond to the needs of UASC and implement the inter-agency Alternative Care guidelines.
- Represent SCI in UASC working group and relevant coordination mechanisms.
- Lead on the development and contextualization of UASC and alternative care program tools and guidelines to be fit for the context of oPT.
- Supporting the overall coordination and oversight of the Family Tracing and Reunification (FTR) component of Save the Children’s Case Management work in oPT, in coordination with CP AoR and UASC Working Group.
- Lead on any cross-border case management coordination and in the development of cross-border approaches.
Standardising Tools and Approaches:
- Support case management teams in all locations to effectively use case management tools and forms.
- Develop additional guidance, as needed, for SC and Partner Case Workers in line with SC and sector wide best practices.
- Support the development and updating of service mapping.
- Adapt relevant field-friendly guidelines to the context in coordination with CP TA.
- Support the implementation and roll-out of child protection information management system /CPIMS in coordination with the CP TA and Gaza CP Team
Capacity Building & Support:
- Work closely with the Child Protection and MHPSS Manager to support the development of capacity building initiatives on case management and alternative care.
- Mentor CP Officers and Case Workers to ensure that good practices are adhered to and that the Inter-Agency Case Management Guidelines are followed.
- Hold regular case conferences and 1:1meetings with case management staff.
- Work closely with the CP TA to build technical capacity.
- Support Case Workers to respond to complex and high-risk cases.
External Relations and Coordination (exact engagement of SC to be confirmed):
- Lead on behalf of Save the Children in the inter-agency child protection working group iWork with child protection agencies to develop and implement case management and alternative tools and approaches.
- Support the set-up of BID processes in coordination with relevant actors.
- Participate in other relevant working groups, such as the oPt Sub national Protection coordination platforms Group.
MEAL, Reporting, and Documentation:
- Work with the MEAL team to ensure a variety of age and gender appropriate accountability mechanisms.
- Support case workers in documentation and the use of case management forms.
- Train and conduct case file audits and case management and alternative care quality benchmarks.
- Ensure the implementation of a child protection data protection and information sharing protocol in case management, ensuring that Case Workers understand and apply data management principles.
- Draft reports based on trends of cases for donors as needed.
Perform other tasks as requested.
In order to be successful you will bring/have:
QUALIFICATIONS:
- Education to MSc/MA level in Social Work, Human rights Law, International Relations, Development Studies or similar, or equivalent field experience.
EXPERIENCE AND SKILLS:
Essential:
- Minimum of 5 years management or advisor level Child Protection experience working in emergency contexts or fragile states
- Previous experience and strong skills on UASC response, FTR, alternative care and case management
- Previous experience of working with Save the Children
- Previous first phase emergency response experience is essential.
- Previous experience of team management, including recruitment and on-the-job
- Experience in psychosocial support programmes for children, MHPSS background a plus
- Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
- Experience of and commitment to working through systems of community participation and accountability
- Experience in monitoring and evaluating child protection programmes in emergency, transition, and development contexts.
- Experience in capacity building and in strengthening various duty bearers understanding of and response to child protection.
- Experience of representation and ability to represent SC effectively in external forums.
- Excellent communication skills
- Strong influencing skills and experience in advocacy
- Politically and culturally sensitive with qualities of patience, tact, and diplomacy
- A high level of written and spoken Arabic and English
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
- Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable:
- Good working knowledge of the Inter-Agency Child Protection Information Management System
- Experience or knowledge of working and living in relevant regions/contexts.
- Specific experience of working in interagency projects.
