BACKGROUND: 

Over recent years, a lot of progress has been made to improve and standardize the quality of child protection case management services in humanitarian settings. Following the development of the Inter- agency Guidelines for Child Protection and Case Management and training materials in 2014 and subsequent inter-agency capacity building resources such as the Supervision and Coaching Package, the Case Management Task Force (CMTF) under the Alliance for Child Protection in Humanitarian Action (CPHA) is now updating and expanding those resources to create a comprehensive training package for frontline child protection caseworkers in humanitarian settings.

The development of the training package, led by the International Rescue Committee, through the CMTF, will provide a comprehensive, phased learning package for child protection caseworkers in humanitarian settings. As part of this package, three technical modules have been developed by UNICEF on Child Protection Case Management for Unaccompanied and Separated Children (UASC). This includes: An Overview of UASC; Identification, Documentation, Tracing and Reunification; and Alternative Care.

The training content has been developed to a high technical standard. Through this assignment, UNICEF aims to consolidate, shorten and simplify this 5 day package and to make it a three-day training with accompanying slides, while maintaining the technical standard.

Terms of Reference / Deliverables: 

Scope of Work

The assignment shall concentrate on the following specific objectives:

1. Simplify and condense text/language within the training modules

Reduce the overall text across the training materials, particularly the facilitator guide and PowerPoints. This will likely include:

• Editing the text within the facilitator guide to ensure that it is as simple, clear and concise as possible. This will include reducing the script and replacing narrative text with bullet points where appropriate.

• Remove / condense the ‘extra facilitator notes’ and theory sections in the facilitator guide.

• Reduce the text in the PowerPoint slides and ensure the language is as simple as possible.

2. Formatting

Align the formatting of the training materials with the formatting of the broader training package, including:

• Compile relevant handouts into a workbook format (based on the global format) to reduce the number of separate handouts, and include key messages, spaces to complete exercises, and spaces for notes.

• Ensure the slides use the Alliance branded template and align the style and format.

3. Content Editing

• Make recommendations regarding content which can be removed to reduce the length of the training from 5 days to 3-3.5 days. Once this is agreed, reduce the content accordingly.

• In refining the materials, prioritise content which creates space for caseworkers to practice skills, rather than lecture-style presentation of theory and information.

Work Assignment Overview: 

Qualifications:

1) Education:

Relevant advanced academic background in social work, social sciences, pedagogy, child psychology or similar relevant discipline.

2) Work experience, knowledge and expertise required:

• At least 5 years international experience of child protection and case management in humanitarian contexts.

• Proven experience of designing and developing inter-agency, technical child protection and case management resources, including training material.

• Good knowledge and understanding of humanitarian principles, child safeguarding measures and established Minimum Standards for Child Protection in Humanitarian Action.

• Thorough knowledge of the hard and soft skills required of child protection caseworkers, especially different communication skills and techniques.

• Strong organizational skills, whether face to face or remotely with diverse stakeholders.

• Comfortable to work independently while functioning equally well in teams.

• Full command of spoken and written English is essential.

• Experience of implementing community-based alternative care in humanitarian context and family tracing and reunification is an asset.
