Job Description:

Technical Program Quality - 30%: 

  • With the support of the Protection Advisor, lead and manage the overall implementation of protection activities in WVSR, ensuring that activities/services are delivered on time, on budget, and in compliance with donor regulations.
  • Coordinate with implementing partners in WVSR to ensure quality Protection activities through regular field visits, coordination meetings with all partners, and ongoing review of implantation plans at the field level.
  • Ensure regular communication with the Protection & Gender Technical Adviser to integrate appropriate technical priorities in program design/strategy and to provide updates on achievements and challenges.
  • In consultation with the Protection & Gender Technical Adviser and GAM, support to adapt or adjust project design and implementation in response to emergencies or context changes.
  • Work with the MEAL team to support collecting and analyzing protection information, including developing protection needs assessments and using specific M&E tools to monitor project progress and indicators.
  • Work with partners to compile and submit donor reports per set schedules on grant activities, indicators, and achievements, with support from the Protection & Gender Technical Adviser, GAM, and MEAL.

Networking and External Engagement - 10%:

  • Develop and maintain effective working relationships with key stakeholders at local level, including UNICEF, UNHCR and other protection actors.
  • Represent WVSR in relevant protection/child protection coordination forums (CP AoR, GBV AoR, MHPSS Working Group) in WVSR. Provide feedback/updates of those meetings to the Protection & Gender Technical Advisor.
  • Participate in internal meetings and coordinate with other program/ sector teams.

Capacity Building and Training - 10%: 

  • Providing training and support to staff, volunteers, and partner organizations to equip them with knowledge and skills on protection standards and guidance to ensure high-quality programming.
  • In consultation with the Protection & Gender Technical Adviser, identify and propose training for field staff and partners related to protection topics and best practices.
  • Attend internal and external training on protection and related topics to enhance knowledge of different thematic areas and programming approaches.
  • Create, follow up and report on the capacity development plan- CDP’s with partnerships department and reflect it on yearly plan, on quarterly bases.
  • Provide guidelines for the Field Operations team& local partners” regarding activity implementation contextualization of materials, modulus, approaches to meet the outcomes of project.

Child and Adult Safeguarding Building and Awareness Raising - 25%: 

  • Ensuring that all WVSR employees and affiliates know their responsibilities in promoting the safety and well-being of all children, adults, clients, and beneficiaries in WVSRs operational area in Turkiye.
  • Supporting to create a conducive environment for reporting of safeguarding incidents by staff, volunteers, partners, other affiliates, and members of project communities.
  • Investigating safeguarding concerns, ensuring appropriate action is taken to protect children and beneficiaries, and ensuring that safeguarding concerns are reported and recorded per organizational policies and procedures.
  • Work with the Protection & Gender Technical Adviser to ensure the Annual Safeguarding report submission and timely action planning.
  • Ensure & follow up Child and Adult Safeguarding Policy Implementation
  • Develop & update the Child and Adult Safeguarding Policy with regular contextualization to the areas, to meet or exceeds the WVSR Child and Adult Safeguarding Policy, which is culturally sensitive and legally sound
  • Promote and roll out the Child and Adult Safeguarding Policy to all staff and affiliates, including the obligation for all WVSR staff to immediately report known or suspected child or adult beneficiary safeguarding violations within 24 hours for a Level 2 or Level 3 incident
  • Guide development of safeguarding incident preparedness plans (SIPPs), including referral plans for child and adult victims of sexual and other abuse, and plans to report incidents to local police and other duty bearers or regulators
  • Advise P&C, Communications, Procurement, Integrated Programs and other relevant teams on their safeguarding responsibilities in alignment with the Child and Adult Safeguarding Policy (ie. Criminal background checks, visitor preparations, prevention of harm in communications, minimum requirements for contractors, complaints mechanisms, reviewing correspondence, etc.)
  • Complete the annual safeguarding self-assessment (i.e. Safeguarding Update Report) by leading a working group to generate responses and updating leadership on a regular basis
  • Develop a safeguarding action plan in collaboration with your working group, based on results and feedback from the Safeguarding Update Report process, in order to continually improve your safeguarding system; hold staff accountable to completing the action plan with regular check-in’s during the year
  • Lead, develop, and coordinate a safeguarding capacity building strategy for WVSR staff and affiliate
  • Develop and coordinate a one-time training for all staff, child monitors, interns, and volunteers, on Child and Adult Safeguarding Policy (if partners are using WVSR’s new safeguarding policy, they need to receive this training as well)
  • Update child protection orientation materials (used for the purpose of making WVSR a Child-Safe Organization) to reflect the new Child and Adult Safeguarding Policy (i.e. Safeguarding orientation materials)
  • Ensure all new staff, child monitors, interns, volunteers, and Board/Advisory Council members receive safeguarding orientation upon hire (ensure all new partner employees and volunteers receive safeguarding orientation upon hire – either on WVSR’s safeguarding policy or their own)
  • Equip and ensure P&C, Sponsorship, Communications, Procurement, and Child Protection departments have in-depth safeguarding training/courses/coaching for their staff that targets their specific safeguarding responsibilities (in addition to safeguarding orientation, e.g. Communications – consent and photo gathering requirements)
  • Ensure all staffand volunteers are receiving refresher training in safeguarding at least once every two years
  • Update/develop training for contractors, and visitors on WVSR’s Safeguarding Behavior Protocols
  • Ensure contractors and visitors are aware of, acknowledge in writing and adhere to WVSR’s Safeguarding Behaviour Protocols
  • Ensure partners are safe for children and adult beneficiaries by using the Safeguarding Unit’s Partner Assessment Tool to assess and strengthen a partner’s safeguarding systems
  • Ensure WVSR staff are aware of and trained on the local Child Protection/Safeguarding Incident Preparedness Plan
  • Oversee the development and roll-out of child-friendly, parent-friendly, and adult-beneficiary-accessible materials for staff and communities to use to be informed and empowered on safeguarding issues, including WVSR’s Safeguarding Behaviour Protocols (ie. Poster or leaflets on behaviour protocols)
  • Jointly with MEAL team/s, ensure that accessible complaints and response mechanisms are in all communities where WVSR works, in line with the Programme Accountability Framework (PAF), which aim to help children and adults report harm, abuse, exploitation or other breaches of Behaviour Protocols by WVSR staff, volunteers, visitors, consultants or WVSR affiliates.

Safeguarding Incident Management - 25%: 

  • Create (with SLT approval) and lead Safeguarding Incident Management Team
  • Coordinate and support response to Level 1 child protection community-level incidents according to local Child Protection/Safeguarding Incident Preparedness Plan
  • Manage the response of Level 2 and Level 3 safeguarding incidents including investigations and reports, with accountability to the Global Centre’s WVSRI Integrated Safeguarding Unit, according to global protocols and local Child Protection/Safeguarding Incident Preparedness Plan with support from Regional Safeguarding Focal Point
  • Coordinate agreed incident response actions including safeguarding investigations with support from P&C, Security, Communications, Legal, Regional Safeguarding Focal Point, and the Global Centre’s WVSRI Integrated Safeguarding Unit
  • Provide safeguarding incident updates, reports, and documentation on Ethics Point within deadlines (target <90 days)
  • Ensure confidentiality of information regarding safeguarding incidents
  • Promote and ensure implementation of 'survivor-centred' approaches to incident management, seeking support from regional and global colleagues as required
  • Coordinate care for and support to staff working on difficult child protection and safeguarding issue

Required Professional Experience:

  1. At least 4 years of experience in protection and safeguarding programming in a humanitarian, development, or human rights context.
  2. Experience in developing and implementing protection programs and safeguarding policies and procedures, including risk assessments, case management, psychosocial support, and reporting and referral mechanisms.
  3. Experience building capacity and training staff, volunteers, and partner organizations on protection and safeguarding issues.
  4. Experience in providing technical inputs on protection, child protection and/or GBV proposal design and development.
  5. Experience in working with vulnerable populations, such as refugees, displaced persons, women, children, and marginalized communities.
  6. Strong analytical and problem-solving skills, including identifying risks and developing appropriate responses.
  7. Excellent communication, interpersonal, and negotiation skills, with the ability to work effectively in a multicultural environment.

Required Education, Training, License, Registration, and Certification:

  • Bachelor's or Master's degree in relevant field such as social work, international development, human rights, or a related field.

Preferred Knowledge and Qualifications:

  • Knowledge of international protection standards, human rights principles, and relevant legal frameworks.
  • Experience in conducting safeguarding investigations into protection concerns and ensuring appropriate action is taken to protect clients or beneficiaries.
  • Experience in building relationships with external partners, such as government agencies, NGOs, and UN agencies, to ensure a coordinated response to protection concerns.
