United States: Regional Supervisor, Home Study and Post-Release Services
The International Rescue Committee (IRC) helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. The IRC’s Resettlement, Asylum, and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to gain stability and control of their future. RAI serves more than 100,000 individuals each year, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power. RAI also provides Home Study and Post Release Services (HSPRS) throughout the U.S. to Unaccompanied Children (UC) who are joining family or sponsors after being released from an Office of Refugee Resettlement (ORR) shelter.
The IRC’s Home Study and Post-Release Services (HSPRS) for unaccompanied children in the U.S. is growing from six current IRC offices to more than 17 offices throughout the US. This is a national, multi-million-dollar project with ambitious delivery goals in a short time frame. This position is part of an anticipated 36-month contract.
The goals of the Home-Study Post Release Services Program (HS/PRS) are to:

Assess the safety and suitability of a sponsor before an unaccompanied child is released from custody into a sponsor’s care (Home Study)

Provide case management support via remote and / or conducting in-home visits to ensure the continued safety and stability of children in sponsor’s homes and linking children to resources in the community (Post Release Services).
Scope of Work:
The Regional Supervisor, HSPRS is part of IRC’s Home Study and Post Release Services (HSPRS) leadership team. They provide significant oversight and support to HSPRS services within a given region of the U.S. including helping to ensure the upkeep of policies and procedures, ensuring fidelity to federal regulations, overseeing compliance to program requirements, and supporting IRC in meeting its contractual obligations including the number of clients served. The Regional Supervisor coordinates with the Training Officer to support appropriate onboarding and training of the staff in the region, update policies and procedures, and asynchronous and synchronous training. The Regional Supervisor examines regional data and trends and writes regular reports for the Deputy Director and the Director. They review utilization and monitor case files for appropriate documentation.
MAJOR RESPONSIBILITIES:
- Provide oversight and support to HSPRS program services within a given region.
- Establish and maintain fidelity to quality processes and procedures, compliance with federal regulation, and adherence to contract requirements.
- Supervise HSPRS Regional Coordinators and work directly with HSPRS offices when Regional Coordinator is not available.
- Ensure contractual obligations including the number of Unaccompanied Children who receive HSPRS annually.
- Support routine monitoring of services to ensure continuous quality.
- Analyze data and reports and present findings to the HSPRS Director.
- Work collaboratively with the HSPRS leadership team to coordinate case acceptance, training, and technical assistance, and submit reports, as needed.
- Identify and implement best practices which create efficiencies and enhance service delivery.
- Manage and improve documentation and data quality systems, including physical case files and online databases.
- Ensure efficient systems are in place for program staff to collect and compile relevant and concise information for routine project reports and occasional special reports as required.
- Coordinate with regional coordinators and casework supervisors to ensure timely and accurate program reports, including financial reports.
- Establish a sense of teamwork even when staff are working remotely in different geographic areas.
- Represent IRC in meetings and events with local partners and community stakeholders.
- Other duties as assigned.
JOB REQUIREMENTS:
- Master’s degree in the behavioral sciences, human services, or social services field; or a bachelor’s degree plus at least five years of progressive employment experience that demonstrates supervisory and case management experience.
- Minimum of three years of program management and supervisory experience, including program oversight, review and monitoring of cases, and compliance with contractual obligations.
- Knowledgeable about family preservation, kinship care, and/or general child welfare.
- Experience in conducting Home Studies and Post-Release Services case management, as well as writing thorough and professional assessment reports.
- Knowledge of the needs of Unaccompanied Children, the services they are eligible for, and experience in building connections to support resources and referrals.
- Experience analyzing data and writing reports.
- Demonstrated success working and communicating effectively in a multi-cultural environment.
- Proven ability to contribute both independently and as a key team member.
- Self-starter with excellent problem-solving skills combined with the ability to prioritize duties and manage time effectively.
- Proficient in Microsoft Office applications (Word, Excel, Outlook), Microsoft Teams, Zoom, and other platforms.
- Excellent verbal and written communication skills
- Valid driver’s license.
- Must be cleared and approved by Office of Refugee Resettlement and background check including FBI fingerprints and Child Abuse and Neglect checks required upon hire (initiated by IRC after acceptance of the position).
Working Environment: A combination of standard office environment, remote work, and community-based work within the service delivery area to perform the above outlined responsibilities. May be required to travel up to 20%.
Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
