Implementation and Measurement

The tools in this package will help Child Protection coordination groups and mechanisms, humanitarian agencies, and national and local actors to implement the CPMS within their country and region. CPMS Adherence Tool - User Guide

A 4-page guide for Child Protection coordination groups explaining how to use the Adherence Tool - Table of Indicators. It answers questions such as how to identify which standards to monitor and which to omit and whether the Adherence Tool is relevant to the situation.

CPMS Adherence Tool - Table of Indicators (Spreadsheet)

Designed to help Child Protection coordination groups self-monitor the extent to which they are meeting targeted standards. It consists of an editable spreadsheet that includes the 28 standards and their indicators with type, target values and explanatory notes. A summary worksheet — the Adherence Tool — allows users to compile the standards and indicators they decided to monitor.

Contextualisation

Contextualising the CPMS — that is, adapting them to a given situation — is an optional but encouraged process that makes the standards more relevant, applicable and accessible to practitioners and organisations, as well as to children and communities themselves. Articulating the standards in a comprehensive and user-friendly language promotes common understanding. It also helps build a strong community of practitioners and policymakers.

Contextualising the CPMS

A step-by-step summary guide to putting in place a process, usually in the form of a workshop, to debate, determine and agree on how global child protection standards are best adapted to a local situation.

Summary Example of a Contextualised CPMS Standard

A brief example showing what a contextualised standard looks like. It includes a description of how the standard was “translated” for the given context, realistic priority actions, key additional guidance, and the choice of indicators.

CPMS Contextualisation How-To Package

Contextualisation can be achieved using a variety of approaches. This package sets out a 3-day, national-level workshop. Developed for the CPMS 2012 edition but still relevant, it provides sessions plans, PPT presentations, handouts, and a detailed facilitator’s guide. When such a full-scale workshop is not feasible, the materials can be adapted to shorter exercises and offer guidance to doing that.

Institutionalisation

Institutionalising the CPMS means systematically integrating them within organisational strategies, policies, procedures, and practice. By making them an organisational requirement, institutionalisation supports the organisation’s staff, making sure that implementation is not an additional responsibility but part of their individual and organisational work. Institutionalisation can also reduce problems such as the proliferation of frameworks.
