Home-based: Consultant - Child Protection (CPHA-EiE)

Background of the Project: 

The Inter-Agency Network for Education in Emergencies (INEE) and the Alliance for Child Protection in Humanitarian Action (the Alliance) are global networks of actors working on education and child protection in emergencies/humanitarian settings. Education in Emergencies (EiE) and Child Protection in Humanitarian Action (CPHA) actors work side-by-side to respond to the needs of all children and youth affected by emergencies, crises and forced displacement, including the most vulnerable children (e.g. children with disabilities). The two networks recognize the importance of supporting both complementary and integrated programs to improve outcomes for children in crisis.

Scope of Work: 

INEE is seeking a consultant with extensive experience in both Education in Emergencies (EiE) and Child Protection in Humanitarian Action (CPHA) who is familiar with current priorities and interventions in integrated and joint programming between the two sectors. 

As INEE and the Alliance enter the third year of a formal Joint Initiative collaboration, the two networks are well-positioned to support and learn from field-based integrated programming as well as continue to deepen understanding and support of collaborative work at the global, regional, and local levels.  Continued collaboration builds on:

The purpose of the consultancy is to deliver several key documents that support the CPHA-EiE Reference Group’s workplan, specifically focusing on the dissemination and use of the recently published Guidance Notes for Supporting Integrated Child Protection and Education Programming in Humanitarian Action. The consultant will organise CPHA-EiE Reference Group meetings andl work closely with the INEE’s Team Lead/ Thematic Areas, INEE Director, The Alliance’s Leadership and Multi-Sectoral focal point to ensure that relevant perspectives, resources, and discussions are reflected in the documents indicated as deliverables.

Deliverables:

  • Organise 5 meetings held by the inter-agency CPHA-EiE Reference Group
  • Document feedback given that can be included in the CPHA-EiE Reference Group’s workplan.
  • Through a consultative process with CPHA-EiE Reference Group members, document a Learning Agenda (including an outline, processes and supporting documents)
  • Develop a dissemination package for the newly published Guidance Note on Supporting Integrated Child Protection and Education Programming in Humanitarian Action
  • Develop at least 2 asynchronous and synchronous online orientation events for the Guidance Note on Supporting Integrated Child Protection and Education Programming in Humanitarian Action.
  • Create a set of orientation, training resources, expanded list of indicators for integrated programming, contextualization and prioritisation guidance, and at least 2 targeted briefs for different stakeholder groups (and in specific, one for national authorities).
  • Develop a final report that documents the dissemination activities undertaken by the Alliance and INEE that also captures member reflections and lessons learned.
  • Develop mapping (gap analysis) of the Guidance Note against the work of INEE and the Alliance’s tools and resources.

Duration: 40 days between January 16, 2023 and May 1, 2023

Requirements:

Essential: 

  • Advanced university degree (Masters or above) in relevant fields.
  • A minimum of 7 years’ experience in related fields – ideally a combination of education and child protection in humanitarian settings.
  • Understanding the respective roles of INEE and the Alliance.
  • Experience working in a member-based organisation or network and in coordination roles.
  • Excellent research, analytical and writing skills, with the ability to draft an evidence informed report.
  • Fluent verbal and written English.
  • Excellent interpersonal skills, with the ability to successfully interact with a diverse group of people.
  • Flexible work attitude, with the ability to follow direction and work independently across a virtual work environment.
  • Excellent organizational skills, with the ability to independently track and follow-up on various tasks.
  • Previous experience working on projects that require a highly iterative and consultative process, with the capacity to incorporate multiple levels of feedback and perspectives in final products.

Desirable: 

  • Field experience working in child protection and education in emergencies is highly desirable.  
  • Working knowledge of French, Spanish, Arabic and/or Portuguese, with ability to conduct interviews in these languages highly desirable.
