Home-based: Consultant to Evaluate Countries' Implementation of Commitments related to the Protection of Children in Armed Conflict
Save the Children Norway is seeking a qualified and experienced consultant to undertake a comprehensive evaluation of countries' implementation of commitments related to the protection of children in armed conflict. The consultant will be responsible for proposing a scorecard methodology (Part One) and subsequently evaluating (all or selected) countries based on the developed scorecard (Part Two).
II. Objectives:
Part One: Develop a Scorecard Methodology:
- Design a comprehensive scorecard framework to assess the implementation of legal, political and economic commitments made by countries in protecting children during conflict.
- Propose a set of key indicators and criteria for each commitment area, ensuring a holistic assessment of child protection measures. Consider if the same indicators should be used for all UN member states or if two sets need to be developed: one set for countries in conflict and another for countries which are humanitarian donors.
- Consult with relevant stakeholders, including international organizations, NGOs, and governmental bodies, to gather input and refine the scorecard methodology (and country selection, if needed).
- In collaboration with the project owner, secure the approval of Save the Children of the proposed methodology.
Part Two: Evaluate Countries' Implementation of Commitments:
- Apply the developed scorecard to assess the performance of all or selected countries in implementing their commitments to protect children in conflict.
- Conduct research on each (selected) country, analysing international commitments, policies, practices, and outcomes related to child protection in conflict zones.
III. Scope of Work:
Part One: Scorecard Development:
- Review existing international and national commitments related to child protection in conflict.
- Develop a detailed scorecard with measurable indicators and criteria for each commitment area.
- Validate the scorecard through consultations with relevant experts and stakeholders.
- Secure the approval of the Scorecard (and country selection, if needed) by Save the Children.
Part Two: Country Evaluation:
- Conduct a desk review of each country's policies, legislation, and practices related to child protection in conflict.
- Utilize the developed scorecard to assess and score each country's performance in child protection.
IV. Deliverables:
- Comprehensive scorecard methodology document.
- A document with all results of evaluation, i.e. scores for all the UN member states or countries selected in agreement with Save the Children.
V. Qualifications:
- Proven expertise in child protection, international humanitarian law, humanitarian policy and advocacy or related.
- Demonstrated experience in developing evaluation methodologies and conducting assessments.
- Familiarity with international commitments related to child protection in conflict.
- Strong research and analytical skills.
- Excellent written and oral communication skills in English.
VI. Timeline:
The consultant is expected to complete the entire project within 3 months. A detailed timeline will be developed in consultation with the selected consultant.
