Terre des hommes (Tdh) is the leading Swiss child relief agency. Founded in 1960, we are committed to improving the lives of millions of the world’s most vulnerable children. Through our innovative protection and health projects, we provide assistance to over three million children and their families in almost forty countries each year.
In Europe, Tdh intervenes directly in Albania, Greece, Hungary, Kosovo, Moldova, Romania, and Ukraine. It also implements projects in more than a dozen European countries through partnerships with other local actors, such as in Belgium, Bulgaria, Croatia, France, The Netherlands, Serbia, Sweden, among others. Tdh currently focuses on two main programmatic areas in Europe: Children and Youth affected by Migration, and Access to Justice, with Child Protection being a transversal area across all of Tdh activities.
Tdh’s Regional Hub in Hungary has been operational since 2006. Since then, it has been leading on Tdh’s regional projects and providing technical expertise and advisory support to Tdh delegations and partners across the Europe region through a group of Regional Advisors in various thematic fields.

ABOUT THE ROLE IN GENERAL:
We are seeking a highly motivated and experienced Senior MERL Officer to join our team in Budapest. Reporting directly to the Delegation Head (or Deputy Delegation Head in their absence), you will play a pivotal role in supporting our Monitoring, Evaluation, Research, and Learning (MERL) work in Tdh Hungary. In this role, you will provide methodological and technical support to our project teams, ensuring the highest standards of Monitoring and Evaluation (M&E) and quality and accountability (Q&A) to beneficiaries.
MAIN RESPONSIBILITIES:
- Develop and implement the delegation’s MERL strategy in line with Tdh policies.
- Ensure the adoption of Tdh MERL/Q&A policies, frameworks, and tools by project teams.
- Oversee the development of M&E plans, systems, and tools for programmes and projects.
- Lead or supervise internal and external evaluations.
- Promote ethical principles in all MERL- related work.
- Coordinate and manage MERL unit resources effectively.
- Build MERL-related skills and knowledge within the team.
- Roll out Tdh’s MERL/Q&A strategy and related M&E processes.
- Foster a culture of openness and collective learning.
- Engage in internal and external networking on MERL topics.
REQUIREMENTS:
Education Qualifications:
- University degree (M.A.) in a relevant field (B.A. and relevant and progressive work experience may substitute higher degree).
Experience/Professional Skills:
- Expertise in designing, planning and implementing MEAL processes and initiatives (situation analyses, planning, monitoring, evaluation, capitalizing on lessons learned, participation, communication, information and knowledge management, gender, diversity and inclusion, accountability to affected populations);
- Qualitative and quantitative research and analysis skills, experience in research design, ability to understand and question issues, hypotheses and research initiatives including in coordination with a team of external researchers is a must;
- Expertise in project cycle management, detailed knowledge of concepts, processes and tools;
- Excellent writing and presentation skills, ability to produce clear, coherent, quality reports and sound convincing arguments is a must;
- Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm is an advantage;
- Knowledge of and professional experience in the field of children’s rights (protection and health) in the humanitarian aid/development context is an advantage;
- Expertise/experience in capacity building and training adults.

- Strong computer literacy, including standard MsOffice Suite (Word, Excel, PowerPoint, Forms) is a must, quantitative and qualitative analysis softwares (SPSS, MaxQDA, R, NVivo or similar), and preferably mobile data collection softwares (Kobo, SurveyCTO etc.) and other digital/online platforms used for data collection (e.g. SurveyMonkey, Google Forms etc.), and data visualization (Excel, PowerBi) is an advantage.
