You:
War Child’s child protection (CP) programming focuses on prevention and response to abuse, neglect, violence and exploitation of children whose lives are affected by conflict. Our work with individual children utilises a ‘case management’ approach to ensure children receive the appropriate and targeted support they need. We also work with communities to help establish community-owned structures that serve to uphold the safety of children and young people.
In the Middle East, War Child has programs in Lebanon, Jordan, the occupied Palestinian territories and Syria, and will expand to include Yemen, Iraq and Afghanistan by the end of 2023.
The Regional Child Protection Advisor plays a key role in strengthening War Child’s child protection capacity in the region in general, with focus on War Child’s core intervention programming (case management and community-based child protection), through technical assistance, strategic and programmatic support, coordination, competency building (training/mentoring/coaching), and surge capacity for emergencies.
The main objectives of Regional CP Advisor role are to provide technical support and quality assurance, support the scaling of War Child’s global care system, ensure cross-country learning and best practices sharing as well as coordinate, represent and carry out fundraising among partners and other stakeholders, including Government counterparts.
The Regional CP Advisor works closely together with the Regional team and Country Teams in the Middle East, the Global Program Quality team, Research & Development (R&D) team and Program, Partnerships and Grants team that are part of the Global Shared Platform of War Child.
The Regional CP Advisor currently reports directly to the Regional Representative Middle East. This role requires travel to War Child’s Country Offices in the region, its affiliates and the Amsterdam office when required.
The Regional CP Advisor can be based in any of our offices within the Middle East Jordan, Lebanon or oPt. Strong preference will be given to local candidates. Please note that fluent Arabic is a strong preference.
Your Challenge:
- Ensure that country programs have sufficient resources and expertise at hand to build capacity, monitor, quality-assure, capture evidence and learning, and develop further in their ability to provide quality and evidence-based interventions
- Be a focal point in the region for providing long-lasting capacity and competency building
- Coordinate country based CP colleagues on quality implementation of key CP approaches, methodologies and strategies
- Guide CP inputs into country strategies, policies and guidance
- Deploy and be available for CP in Emergency for War Child in the region supporting Country CP teams in conducting assessments and deliver quality CP response
- Build competence of country offices in the region including partners in CP thematic areas
- Contribute to the global thematic development work and advocacy in War Child’s CP priority areas and core interventions
- Ensure that CP M&E standards are adhered to in countries in line with CPMS, War Child’s M&E framework and other relevant tools
- Provide opportunities for cross-country CP knowledge acquisition, capacity and competency development (incl. areas of community-based child protection and case management)
- Gather lessons learnt from countries’ CP programs, including documentation and dissemination of new knowledge and ensure that lessons learnt are shared for effective CP programming
- Ensure synergies and shared learning of thematic program work between countries and from local to international level
- Share and disseminate relevant CP material among countries
- Attend and contribute to coordination initiatives for CP in the region, and contribute to the development of regional initiatives focused on CP
- Represent War Child in relevant regional CP technical fora, including relevant regional CP donor meetings as required.
- Coordinate with other regional CP organizations and stakeholders
- Support efforts to fundraise to expand CP programs in the region, based on evidence gathered, monitored and analyzed in countries
- Coordinate with War Child’s CP R&D Department to share lessons learned and follow up on development of CP core interventions.
Your Profile:
- Higher Education in Social Sciences, International Development or related fields
- At least 5 years of extensive experience in child protection programming in the Middle East, with specialist expertise on child protection case management (CPCM)
- Understanding of humanitarian principles and established international standards on Child Protection and case management for children in humanitarian settings.
- Experience of preparing concept notes for fundraising
- Excellent understanding of M&E processes and methodologies relevant for CP
- Extensive experience of capacity development, including training, mentoring and supporting learning across multiple stakeholders
- Fluent in Arabic and English
