Netherlands: Programme Manager - Humanitarian Action

In line with our new strategy, TdH NL is in the process of establishing three thematic programmes under which our portfolio of humanitarian and development projects and programmes will be managed. These are: 1. Worst Forms of Child Labour, 2. Sexual Exploitation of Children, and 3. Humanitarian Action. Our programmatic work is supported by two cross-programmatic units: Programme Development and Quality (PDQ), and Research, Expertise and Influencing (REI). Aligned to our new strategy, and based on many years of experience as a child rights organisation, we aim to consolidate our expertise and programme management, informed by research, to bring about sustainable and systemic change in the lives of children, and to hold duty bearers accountable.

The focus of TdH NL regarding humanitarian action is on child protection in emergencies (CPiE), with a particular focus on the protection of children from exploitation.

Position Summary: 

TdH NL is looking for a Programme Manager - Humanitarian Action to be based in The Hague, The Netherlands, to support the humanitarian and policy work of TdH NL.

The Programme Manager - Humanitarian Action will:

  • provide technical support to country offices and partners, including facilitating mutual capacity strengthening;
  • monitor TdH NL compliance with the Core Humanitarian Standard on Quality and Accountability (CHS) and the implementation of the integrity and accountability framework in all our humanitarian activities;
  • provide administrative support to countries and partners;
  • up to 50% of the time travel to TdH NLcountries of operation;
  • The initial contract period will be for one year with the possibility of extension. The position holder reports to the Head of Programme - Humanitarian Action.

Core Responsibilities: 

Humanitarian programme management and support: 

  • Provide direct programme support to TdH NL countries and partners to ensure effective planning, management, implementation and monitoring of humanitarian activities in line with the new TdH NL strategy. These activities include but are not limited to: periodic meetings with country offices and partners, programmatic support visits, involvement in monitoring and evaluation activities and developing strategies to continuously improve program quality;
  • Support capacity strengthening regarding humanitarian action of TdH NL country offices, implementing partners and other organisations;
  • Coordinate emergency meetings with TdH´s NL regional and country offices and partners;
  • Contribute to strategic planning and scale up evidence-based practices regarding TdH NL humanitarian action;
  • Initiate new concepts and ideas to support the strategic ambitions of TdH NL on humanitarian action.

Financial, fundraising, coordination and administrative support: 

  • Monitor TdH´s NL humanitarian projects budget and provide the HOP-HA with regular updates;
  • Liaise with the finance team to review financial reports of projects and ensure appropriate financial planning and execution;
  • Support country offices and partners in project budget planning, including budgeting for new project proposals - in collaboration with the finance team;
  • Liaise with TdH´s NL support departments to ensure the internal systems and procedures are effectively utilised by the country's humanitarian teams and partners;
  • Provide technical input for quality program and project design and closely collaborate with the project design team and resource mobilisation colleagues throughout the design process;
  • Closely work with the Senior Partnerships Officer - Humanitarian Action for identification of new funding opportunities;
  • Review technical reports submitted by the country offices and partners;
  • Organise regular meetings, workshops, etc, with humanitarian teams and partners in TdH NL countries.

Capacity strengthening: 

  • Actively identify opportunities for capacity strengthening and technical support of TdH NL country offices and partners regarding humanitarian action;
  • Strengthen capacity of TdH NLcountry offices and partners to deliver quality humanitarian programming. This requires continuous mentorship, organising technical workshops / trainings / webinars / events as well as documentation and circulation of learnings to TdH NL staff and partners;
  • Ensuring relevant standards such as the Minimum Standards for Child Protection in Humanitarian Action (CPMS)and Sphere Standards are fully integrated to TdH NL and its partners humanitarian response.

Representation and advocacy: 

  • Represent TdH NL and the Humanitarian Action thematic programme in relevant technical working groups, thematic alliances, etc.;
  • Actively provide input and support regarding the humanitarian advocacy and communication work of TdH NL by closely working with the HOP-HA, REI and communication colleagues.

Core Knowledge & Skills: 

  • The Program Manager - Humanitarian Action is expected to have a strong technical background in humanitarian action, with a track record in delivering quality programs and technical support, including in CPiE;
  • A strong understanding of humanitarian principles and standards, including CHS and CPiE principles, practices and priorities, is required;
  • The position holder should have extensive experience in the humanitarian program cycle;
  • The position holder should have experience in partnership and financial management and proven ability to create and maintain working relationships with other relevant organisations, alliances, etc.

Additionally, we seek:

  • Experience in generating evidence and conducting research that provides greater insight into how to better protect children in humanitarian crises;
  • Experience in programmatic work geared towards systemic change - a key component of our new strategic approach;
  • Ability and willingness to work in a networked organisation, promoting collaborative initiatives across teams and beyond formal reporting lines;
  • Excellent oral and written communication skills to represent the organisation effectively and accurately to a variety of audiences as well as draft and proof-read written documents;
  • Excellent listening and observation skills, including ability to create trust, support, respect and interact with a wide range of stakeholders;
  • An innovative and forward-thinking approach to all aspects of work;
  • Ability to lead, train, supervise, and motivate other staff and partners in their respective tasks in a professional, respectful and supportive manner;
  • The highest personal and professional integrity along with an optimistic outlook;
  • Ability to work with minimal supervision;
  • Flexibility to work outside of normal working hours when necessary;
  • Willingness to travel to the different TdH NL countries.

Education & Experience: 

  • Master´s degree in relevant fields of studies such as Humanitarian Action, International Development, Social Work, Child/Human Rights or a combination of academic training and experience to an equivalent level;
  • Minimum of 7 years experience in humanitarian action including in CPiE;
  • Field experience preferably in protracted crises in Africa, Asia and Middle East;
  • Proven experience in developing technical tools and capacity strengthening.
