Syria/Türkiye: Protection Coordinator
In the night between 5 and 6 February 2023, a 7.8 magnitude earthquake struck southern Turkey and north-western Syria, with epicentre in Gaziantep, followed by a second 7.6 magnitude quake. Official data report more than 5,770 buildings collapsed in Turkey and 4,000 in Syria (updated to 07/02).
The affected area is exposed to a cold wave with temperatures below zero. The population of the area is 12 million in Turkey, and 4.6 million in Syria, including 2 million Syrian refugees along the border. Death tolls are climbing by the day.
Given the scale of the damages, CESVI decided to start a humanitarian response by deploying a first emergency response team in Turkey that is designing a first strategy of intervention focused on sectors of Protection, PSS and Child Protection.
The possibility to support the humanitarian response in Syria is under evaluation.
JOB DESCRIPTION:
The collaboration will start as soon as possible.
The main duty station will be Gaziantep (Turkey), with field missions in the areas most affected by the earthquake.
The collaborator works in close coordination with the Emergency Unit in HQ (Bergamo) and reports to the Emergency Coordinator for Turkey-Syria.
The collaborator will manage the project and contribute to the enhancing of Cesvi response to the crisis.
Main Responsibilities:
1) Support Cesvi positioning as Protection Actor in Turkey and Syria (in close coordination with Emergency Coordinator and Emergency Unit in HQ):
- Establish and maintain strong partnerships and liaisons with local partners, International Organizations, and other actors
- Identify new project possibilities arising from institutional donors through Alliance Partners in close coordination with the Emergency Coordinator for both Turkey and North Syria
- Prepare general and specific information on program activities as requested by the Consortium partners and CESVI HQ
- Represent CESVI and the Alliance2015 partners as requested in various cluster and working group meetings
- Conduct a situational analysis of targeted health facilities and staff and liaise with relevant national and local stakeholders to gather and document information for program planning in coordination with project/program managers
- Produce and share assessment report to guide future protection programming in both Turkey and North Syria.
- Perform any other duties as may be assigned.
2) Technical support for current and future Protection Programming (as support and in coordination with Protection PMs in both Turkey and Syria):
- Oversee and provide technical guidance on the implementation of protection and MHPSS related activities, ensuring that project deliverables and activities are of high quality
- Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards as well as IMC MHPSS Quality Standards
- Review and create if needed program materials and tools (e.g. provide training materials, tools and training reports for review, and receive input on development of materials etc.
- Provide technical guidance on the implementation of protection and MHPSS related activities, ensuring that project deliverables and activities are of high quality
- Keep abreast of policies, international standards, and best practices relating to the rights of IDPs, vulnerable populations, and in particular, protection of women and children’s rights
- In coordination with HQ a follow up on the implementation of the Child Safeguarding (CS) and Protection from Sexual Exploitation and Abuse (PSEA) policies
- Ensure adherence to PSEA and Safeguarding Policy.
ESSENTIAL REQUIREMENTS:
QUALIFICATIONS:
- Bachelor’s Degree in mental health, social work, counseling or fields related to humanitarian assistance, social work, human rights, international law, social studies; Postgraduate degree preferred
PROFESSIONAL EXPERIENCE:
- Minimum 7 years’ experience implementing similar programming in emergency or complex emergency settings; of which at least 3 years must be in the field of Protection and PSS in emergency;
- Proven knowledge of IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards;
- Proven experience of principles and practice of case management approach and can apply to protection programs;
- Proven experience providing psychosocial support, directly or in a supervisory role;
- Experience in designing, implementing, and evaluating Protection and PSS focused programs
- Proven experience in adapting and applying protection and PSS in Emergencies Programming and other relevant tools;
- Demonstrates commitment to gender equality; Promote and integrates gender analysis and mainstreaming into humanitarian programming
- Familiarity with the education and protection sectors
- Strategic thinking and planning for protection response
SKILLS:
- Solid knowledge of NGO procedures, approaches and operations
- Knowledge of project cycle management
- Ability to produce timely project proposals and high-quality narrative reports
- Proven experience in capacity building of national and international staff;
- Able to apply participatory approaches to engaging with and mobilizing communities
- Solid capacity in managing a variety of internal and external relationships, especially with partners,
- Capacity in networking and build effective partnerships with local stakeholders
- Experience in remote management and training
- Problem-solving and analytical skills
- Strong communication and diplomatic skills
- Self-motivated, able to take initiative, resilient and able to work independently.
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
- Adapts and copes with pressure
- High level of IT skills (Office package)
- Fluency in English and Turkish (written and spoken)
DESIRABLE REQUIREMENTS:
- Proven working experience in the Middle East with INGOs
- Proven working experience in Turkey/Syria
- HEAT Training or equivalent in personal security and security management
