About GOAL:
GOAL is an international humanitarian aid agency with operations in 14 countries in The Middle East, Africa, and Latin America. Last year it reached more than eighteen million people in need in nutrition, health, livelihoods, and emergency response programmes.
GOAL in Türkiye:
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after a decade of conflict.
GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.
Job Purpose:
The position will be based in Hatay. Line managed and supervised by the Area Manager, Protection Team Leader will mainly lead and/or supervise protection workers, outreach protection workers. Protection Team Leader will be supporting the ECHO program through day-to-day implementation over from project indicators and activities. S/he will line-manage Protection Workers based in Hatay.
Duties, Objectives, and Competencies:
- Under the supervision and coordination of the Area Manager, support the planning and implementation of the LINK program in Hatay by reviewing project documents, developing detailed weekly implementation plans in collaboration with protection workers, outreach protection workers, protection receptionist and regarding staff, supervising delivering of Case Management (CM), Individual Protection Assistance (IPA) and protection outreach activities, and Community Advisory Committee Activities.
- Provide leadership, supervision and support to the Protection Workers in implementation of LINK project’ activities in accordance with agreed objectives,
- Encourages the protection team members to be owners of the assigned project activities for learning purposes and service delivery improvement,
- Support implementation of the emergency and early recovery programs in Hatay.
- Identify and contribute to providing safe spaces and ensure access to humanitarian assistance for most vulnerable population in Hatay.
- Lead assessments and outreach to communities impacted by February 6, 2023 earthquakes.
- Contributing the project planning and implementation on emergency and recovery level,
- Ensure the quality of protection intervention is in accordance with temporary protection status standard and GOAL’S protection standard operating procedure,
- In close coordination with the protection legal counsellor, protection officer, statutory and social services officer, psychologist, and protection legal counsellor, ensure efficient and effective program implementation while following the budget and work plan,
- Work closely with the MEAL Team and the Area Manager on the timely monitoring and evaluation of the Individual Protection Assistance, case management, outreach, referrals, and assessments.
- Documenting of case meeting, best practices and lessons learned from the cases handled by the protection workers,
- Supporting and supervising the protection team in implementation of protection activities in accordance with agreed objectives,
- Carry out data collection and documenting the needs of the persons of concern and persons with specific needs,
- Plan and participate in awareness raising sessions of the persons of concern and Community Advisory Committee activities,
- Support the statutory and social services officer about mapping of services, development of effective referral pathways and safe-referral mechanism,
- Provide needed trainings to protection teams.
- Provide input in designing IPA and CM tools and formats when required.
- Planning and conduct interviews with beneficiaries, focus group discussions,
- Represent GOAL in protection meetings as required and drafting of relevant minutes and communicated as required.
- Any other duties as may be assigned by the Area Manager relevant to the achievement of protection objectives and activities,
- Support the monitoring of financial commitments and expenditures against budgets,
- Plan and coordinate proactively logistics and movements of staff from and to different GOAL Global-Türkiye’s operation areas,
- Initiate procurements and ensure their execution,
- Ensure distribution plans are prepared and shared with logistics in a timely manner,
- Ensure adherence with GOAL’s code of conducts and other internal policies i.e., on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL's commitments to the protection from sexual exploitation and abuse (PSEA).
- Participate in one-to-one performance development reviews/appraisals and contribute to the identification of own development needs.
- Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe methods of work.
- Contribute to sensitization and advocacy activities, particularly with the organisation of advocacy meetings and gathering of self-advocacy committees and implementation of associated activities.
- Contribute to protection monitoring activities, particularly with data collection activities.
- Work closely with Emergency Response Team to deliver quality integrated protection and ER services.
- Contribute and lead any kind of earthquake emergency response.
Requirements (Essential):
- Turkish Citizenship
- University degree in related field (e.g., social work, psychology, sociology, child development, international relations, law, and other relevant disciplines).
- Strong communication skills in English and Turkish. Arabic is desirable.
- Minimum 3 years of field experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO / INGO, civil society, and local authority in protection sector is required.
- Experience in humanitarian response with a particular focus on temporary protection status holders, with a preference for experience working with nomadic and semi-nomadic groups (Dom, Abdal, Derviş, Teberi and other sub-ethnic groups) and/or refugees engaged in seasonal agricultural work in Türkiye,
- Experience in direct implementation of protection services (Legal aid and/or legal counselling, case management, individual protection assistance, protection outreach activities, safe-referral, protection mainstreaming, awareness-raising activities, and community-based protection and participation) is required.
- Demonstrated management skills, including project cycle management, leadership, supervision, and staff management skills.
- Good understanding of rights and protection issues of refugees, children, and women particularly LINK program’s afore mentioned target groups (refer to cover letter).
- In depth understanding of protection principles and minimum standards,
- Hands on experience of working principles with Accountability to Affected people and/or Community Engagement and Accountability,
- Good level of knowledge and practice with Word, Excel, Outlook, etc. required.
- Experience in emergency and humanitarian programmes for migrants and refugees
- Attending emergency coordination meetings, good knowledge of context of disaster programming.
