Context Description:
The war broke out in Ukraine in February 2022. Shortly after the outbreak of the conflict, VIS with the support of the Salesians Partner in Ukraine set up its emergency response from April 2022. Currently, the team in Ukraine is operating across two main operational hubs in Lviv for the West and in Dnipro for the East. All VIS interventions are embedded in a programmatic approach to respond to the multisectoral needs of the conflict-affected population, focusing on Protection, Education in Emergency, MHPSS, Health, Food Security and NFIs response serving internally displaced persons (IDPs), their host communities in areas of displacement, and with emergency humanitarian assistance in frontline. The project portfolio in Ukraine is supported by different donors and in line with its localization strategy, VIS works mainly in collaboration and coordination with the Salesians congregations and other partners across all oblasts of intervention. In the East main areas of intervention are: Dnipro, Donetsk, Zaporizhzhia.
General Purpose of the Position:
S/he is responsible for the overall implementation and monitoring of the project, ensuring quality implementation from development through execution and ensuring quality and timely reports to the donor.
Main Responsibilities and Tasks:
- Plan, coordinate, monitor, and evaluate project implementation to ensure timely and quality service delivery as per the approved project proposal.
- Ensure compliance with VIS internal procedures, donor regulations, and international humanitarian standards in project management.
- Conduct regular field visits to assess program quality and progress toward objectives.
- Ensure compliance with project budgets and financial guidelines.
- Monitor the project expenditures and maintain accurate financial records.
- Plan the procurement of necessary materials in collaboration with the Country Administrator to ensure timely and adequate supply.
- Coordinate with the Country Administrator to prepare and submit financial reports to the donor.
- Ensure adherence to administrative policies and procedures set by VIS and by the donor
- Assist Implementing Partners (IPs) in preparing regular technical reports on project progress, administrative management, and impact assessment, following VIS tools and donor guidelines.
- Recruit local staff following VIS procedures.
- Maintain appropriate relationships with local authorities, partners, NGOs, and the donor in coordination with the Program Manager.
- Attend relevant cluster meeting if necessary and any other ad-hoc external meetings to ensure effective coordination and networking with other governmental authorities and other agencies working in the relevant sector.
- Provide supervision and guidance to project staff.
- Ensure accurate and timely data collection and reporting for all project activities.
- Prepare regular reports, including narrative reports for donors, ensuring accurate data collection and adherence to deadlines.
- Contribute to the development of new project proposals and program strategies.
- Manage and supervise activities to ensure adequate project visibility following donor guidelines.
- Contribute to the development of communication and fundraising materials required by the VIS offices.
Requirements:
- Bachelor's degree (preferably in Social sciences, project management, health, or protection)
- Working experiences of at least 2 years in NGO sector, specific experience in working with People with Disabilities/Protection project management (preferred)
- Good knowledge of Microsoft tools (Word, Excel, Powerpoint..)
- Good motivation to work in humanitarian field and to grow professionally, eager to learn
- Experience working on projects funded by international donors (OCHA, UN..)
- Familiar with the core principles of Children’s Rights, Child Protection, Participation, and ‘Do No Harm’ principle.
- Good knowledge and adherence to the Child Protection, Red Cross and NGO Code of Conduct
- Working knowledge of the logical framework approach.
- English language fluency
