Plan international has opened an office in Somaliland and started programmes that focus on child protection, education in emergencies and youth economic empowerment programming both humanitarian and development setting, working with/through partners and providing technical support to INGOs, Somaliland NGOs and the Government of Somaliland in Plan’s areas of expertise.
ABOUT THE ROLE:
This role will be responsible for strengthening the quality of Plan International’s Education in Emergencies and development programmes in Somalia/Somaliland including Education in Emergencies, system strengthening, community-based Education committee.
The position is expected to manage EiE project interns within Plan and also technically supports project focal point from the local implementing partner and hence expected to possess extensive professional knowledge and experience in project management and Education in Emergencies and proven track record in mentoring and developing project staff. The post holder will play a key role in establishing and maintaining sound working relationships and partnerships with local partner and government counterpart and other civil society organizations.
The EIE Officer will be responsible for providing technical guidance, tools, and support on programme design and delivery in Provision of quality education, life-saving, and integrated child protection services for children affected by the drought within Plan International’s portfolio of work.
TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE:
Qualifications/Experience Essential:
- Master or Bachelor degree in education, social science, economics or relevant fields with additional training in education planning and management and project planning and management techniques
- Knowledge of current national international strategies on access, equity, and quality education and child protection policies and models
- Recommended a minimum of three years of relevant experience in education or child protection in emergencies.
- Relevant trainings in the area of education or child protection project management and monitoring
- Experience of working with local/national governments and capacity building of systems, partners and staff
- Ability to extensively travel for project monitoring and provide on-site technical support to field teams
- Good interpersonal and communication skills including influencing, negotiation and coaching
- Strong results orientation, with the ability to challenge existing mindsets
- Fluency in Somali and English, both verbal and written, required
- Commitment to Plan International values
Languages Required:
- Excellent written and verbal communication skills in English and Somali.
Skills:
- Proficiency in Microsoft Word and Excel
- Flexible work attitude and ability to work independently within a small team
- Strong leadership and communication skills
- Excellent knowledge of Arabic and English mandatory
- Excellent relationship building skills – networking, influencing and stakeholder management skills
- Experience in developing strong, equal and robust partnership contracts or experience in strengthening civil society
- Experience in capacity building of others
- Hands on experience and skill in result based MERL system
