North East Syria: Senior Child Protection Specialist

The Opportunity: 

The Senior Child Protection Programme Specialist will lead in supporting the operationalization and contextualisation of SCI's technical approach to child protection programming in North East Syria, as per the Syria Response Strategy and Programme Offer. This role will also be responsible for supporting the implementation of quality and safe programs.

The Senior Child Protection Programme Specialist will be expected to work closely with the Child Protection Technical Adviser, based in Amman, to oversee the contextualisation and implementation of child protection-related assessments, programme design, technical quality and learning in collaboration with the MEAL team, Field Managers, Area Coordinators and various other stakeholders in North East Syria. She/he will have a focus on ensuring safe and quality programming, while working with other sector specialists to ensure effective integration and information sharing, particularly during the programme design phase.

She/he will analyse data shared through the monitoring & evaluation of CP activities and will contribute to the technical aspects of relevant donor reporting. It will be the CP Programme Specialist's responsibility to ensure that learnings from implementation are considered and utilised to inform programme design and adaptation.

The CP Programme Specialist will identify capacity building needs, devise immediate and longer terms solutions with the Capacity Building Coordinator, and provide ongoing technical coaching, mentoring and troubleshooting support, seeking support from the Child Protection Technical Adviser, based on the needs.

The CP Programme Specialist will be responsible for attending relevant thematic external coordination meetings, supporting technical coordination and collaboration with local authorities and other relevant child protection stakeholders.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

Working with the Head of Programmes and the Child Protection Technical Adviser to support the contextualisation and implementation of child protection response plans.

Based on the Child Protection Programme Offer, s/he should support the following areas, as appropriate:

• Contribute to the child protection programme in North East Syria through supporting the contextualisation and implementation of needs assessment tools, in coordination with the relevant child protection stakeholders.
• Support the operationalisation of contextually relevant, high quality and integrated programming for CP, based on the programme offer and SC's global common approaches, including the following sub-thematic areas: child protection case management, alternative care, child and youth resilience, child-friendly space activities, community-based child protection, awareness raising, child protection situation monitoring and children affected by armed conflict.
• Maintain oversight of the work plans of the MHPSS Specialist and CAAC Specialist and provide relevant support, as well as links with the Child Protection Technical Adviser, as required.
• Ensure that the programme adheres to the principles and framework of safe programming, and support teams to conduct safe programming assessments and planning.
• Link with other sectors at the AO level, including education, nutrition, health and emergency response/ preparedness to ensure that the needs of the children are addressed holistically and comprehensively.
• Mentor, coach and build the capacity of the programme implementation team in the assigned field locations.
• Conduct safe programming audits and reviews and provide feedback and technical support to improve programming and programmatic approaches.
• Continually review SC's programming approach, based on changes in the context and child protection operating environment, and share information with the AO management and Child Protection Technical Adviser.
• Support child protection teams and multi-sectoral staff to ensure that the relevant humanitarian minimum standards are maintained in accordance with the Minimum Standards for CPiE in Humanitarian Action, the ACE Toolkit, the Inter-Agency Guidelines for Case Management and Child Protection, the IASC Guidelines on Mental Health and Psychosocial Support in Emergency Settings, the Core Humanitarian Standard and the Red Cross Code of Conduct.

Proposal Development, MEAL and Reporting: 

• Provide contextualised technical inputs, based on the field situation, into programme design, proposal development, log frame development, quality monitoring and reporting.
• Responsible for technical inputs into high-quality programme and donor reports on project activities in collaboration with the MEAL and implementation teams.
• Working closely with the Monitoring & Evaluation team put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in implementing the plan.
• Support the contextualisation and implementation planning of quality benchmarks, and empower and support field teams to conduct these, as well as to develop action plans based on the findings.

Capacity Building: 

• Work with the Capacity Building Coordination to identify learning and training needs with relevant staff, partners and authorities, and oversee the development of a child protection capacity building plan.
• Facilitate trainings to support and build child protection capacities, based on the capacity building plan, working with the Child Protection Technical Adviser to identify relevant packages and approaches.
• Oversee the development of a system for strong hands-on capacity building for Save the Children staff and partners, including mentoring and coaching approaches.

Representation & Advocacy: 

• Participate in relevant thematic coordination groups, such as the Protection Working Group.
• Coordinate and collaborate with relevant authorities responsible for child protection.
• Oversee and support SC's role as the UASC task force lead, with line management of the Alternative Care and Case Management Specialist.
• Provide contextualised inputs into media and advocacy products related to child protection.
• In collaboration with Save the Children CP colleagues, feed in learning, experiences and evidence to relevant global CP advocacy objectives.

Child Safeguarding: 

• Ensure that SCI Child Safeguarding and PSEA Policies and systems are integrated into programming approaches, and support child protection teams to ensure safe programming.

QUALIFICATIONS AND EXPERIENCE: 

Essential: 

• Minimum of 5 years' experience working in the field of child protection in emergencies
• Master's degree in a relevant subject or Bachelors with 7 years of relevant experience
• Previous experience in programme management across multiple locations
• Previous experience in preparing successful funding proposals for donors
• Budget development and financial management skills
• Demonstrated experience in leading assessment activities and of designing, managing, monitoring and evaluating education programmes in emergencies for international NGOs.
• Proven capacity to supervise, train and coach staff in CPiE technical skills and in delivering training to teachers
• Experience in applying relevant interagency humanitarian frameworks and standards in CP in emergencies
• Experience in representation, including coordination mechanisms (e.g. Cluster or working groups), and working with government authorities.
• A high level of written and spoken English
• Excellent communication skills
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• Strong influencing skills and experience in advocacy
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support

Desirable: 

• Language skills in Kurdish and Arabic
• Experience or knowledge of working and living in relevant regions/contexts
