Child Protection Case Management Consultancy
Background of the Project:
The IRC is co-lead of the Child Protection Case Management Task Force (CMTF) under the Alliance for Child Protection in Humanitarian Action (Alliance). In recent years, various improvements have been made in the field of child protection case management in humanitarian settings, including the inter-agency guidelines, training package, supervision and coaching package, and other key materials.
The original Child Protection Case Management (CPCM) training package was published in 2014 and has been rolled-out and is used in a wide number of humanitarian settings. 8-10 years later, the IRC in conjunction with the CMTF is now updating and expanding that training into a phased learning package, including designing, developing, piloting, and disseminating the training package and related competency measurement tools.
Scope of Work:
The IRC is seeking a Child Protection Case Management Consultant to support with the finalization of the project by drafting and finalizing technical content. The consultant should possess solid child protection case management experience in humanitarian settings, as well as the ability to develop high quality training materials.
Level 2 drafting and finalisation (42 days)
The focus of the consultancy is to develop a six-day refresher training on the inter-agency case management process (the six case management steps). After that content is reviewed by inter-agency stakeholders, the consultant will work with the Child Protection Programme Assistant to produce a feedback log before incorporating the feedback and finalizing the refresher training.
Level 1 finalisation and supporting materials (possible additional 19 days)
Depending on available time and staffing, the consultant might also be asked to assist with the finalization of the Level 1 Foundational training, which is a 10-day training that will already have been created and reviewed. Likewise, the consultant might be asked to assist with the finalization of the main facilitator guide and competency measurement tools, which will also have been created and reviewed. The main facilitator guide is a short five-step guide and the competency measurement tools include short feedback, evaluations, and self-reflection tools. This additional 19 days of work is to be discussed between the selected consultant and the IRC.
Ways of Working
The Consultant will work closely with the IRC’s Child Protection Case Management focal point and Child Protection Technical Advisor (CPTA). They will also coordinate with above mentioned external stakeholders with the support of the CPTA.
The Consultant will be expected to work flexibly with busy periods and quieter periods during reviews. It is essential that the Consultant feels confident to work independently and that they are confident in their ability to design child protection case management interventions that target not only the individual child but their wider family, as well as engaging training exercises about those interventions.
Deliverables:
The Consultant is expected to produce the following final outputs over 42 days from June to December 2022:
- Overview of L2 Refresher Training
- First draft of L2 Refresher Training
- Feedback log for L2 Refresher Training
- Final version of L2 Refresher Training
If the additional 19 days are agreed (61 in total), the consultant is also expected to produce:
- Feedback log for L1 Foundational Training
- Final version of L1 Foundational Training
- Final version of Facilitator Guide
- Final version of competency measurement tools
Qualifications Requirements:
- Demonstrable experience of implementing child protection case management programs in relevant humanitarian contexts, including acute emergencies.
- Advanced knowledge and expertise in the field of child protection in emergencies case management.
- Demonstrated ability to develop child protection capacity building resources and competency tools.
- Excellent organizational skills: the ability to track and follow-up on various efforts.
- Excellent analytical and writing skills: the ability to draft briefs, reports, and technical training materials.
- Good interpersonal skills: the ability to successfully interact with a diverse group of people.
- Flexible approach to work: self-motivated with the ability to effectively learn and work in an inter-agency environment.
- Fluent written and spoken English is essential.
