Jordan: CP Senior Case Manager
COOPI:
COOPI Cooperazione Internazionale is an Italian secular and independent humanitarian organization that fights against all forms of poverty to improve the world. It was founded in 1965 by Father Vincenzo Barbieri. Today, COOPI is present in 33 countries across Africa, Latin America and the Middle East, with both emergency and development projects carried out by expatriate staff (an average of 150 people per year) and national staff. The main institutional funders are the European Union, UN agencies, the Italian government, local authorities and other European governments.
COOPI in the Country:
COOPI has been registered in Jordan since 2017, implementing projects in protection, education and livelihood. COOPI assists both the Syrian population and host community in responding to the effects of the Syrian crisis. COOPI is currently implementing child protection, education, and livelihood projects funded by EU and AICS through which the Child Protection Senior Case Manager is assigned.
Role:
Under the supervision of the Case Manager Supervisor, the Senior Case Manager will be responsible for directly supervising the Child Protection (CP) and Protection Team to ensure the smooth and transparent implementation of CP and Protection activities while adhering to protection principles, safeguarding and PSEA. Also, to provide continual technical guidance/support for CP case managers (CPCMs) to ensure quality and transparency of case management services, developing technical capacities for the CP Response component, including supporting technical documentation on CPIMS+/PRIMERO adhering to data confidentiality and data protection principles. To collaborate with the CP Team to assess and respond to complicated cases and conduct case conferences (when required). Moreover, to report case management achievements to the Case Manager Supervisor, and also analyze key CP concerns based on caseload and field observations.
Responsibilities:
Under the direct supervision of COOPI’s Case Manager Supervisor, the Senior Case Manager will be responsible for the following tasks:
Mentoring of case management, outreach, and documentation:
- Review and further develop the Vulnerability Assessments Framework (VAF) to be adopted by social workers and volunteers;\
- Work closely with CPCMs to assess cases, with protection needs, referred by CPCMs and volunteers, social workers through the Initial Assessments being held, mainly, through partner CBOs and other relevant stakeholders – assessments conducted to examine beneficiary's entitlement according to VAF criteria, and to coordinate with other key stakeholders such as the Ministry of Social Development, Ministry of Education, and other protection agencies;
- Work closely with CPCMs to develop case plans that respond to the needs addressed in initial and comprehensive assessments to assess the beneficiary's protection needs, after gaining the beneficiary's informed consent.
- Support daily documentation regarding Best Interests Assessments (BIAs), services provided, follow-ups, closures on CPIMS+ by case managers and report to CM Supervisor;
- Monitor proper case closures; paper documentation and documentation on CPIMS+ by case managers;
- Ensure that cases are dealt with in line with existing SOPs, adhere to standard documentation processes, and follow best practice guidance.
- Ensure that the data protection protocol is respected;
- Report field progress, challenges, and mitigative responses to Case Manager Supervisor;
- Review the cash requests with the CPCMs to be shared with the Case Manager Supervisor and the Project Manager;
- Ensure cases are well saved and documented on checklists prepared by case managers;
- Monitor field activities held by social workers such as but not limited to: outreach, implementation of adolescents-based clubs, access of children and caregivers to medical institutes to receive health services;
- Support in the preparation of Post-Distribution Monitoring and satisfactory survey, if needed, coordinate with social workers in conducting the PDM;
- Prepare the referral database based on referrals submitted by the CPCMs;
- Work closely with CPCMs to conduct case conference meetings for complicated protection cases and ensure survivors, especially children, receive multidisciplinary support, or any other meetings when required by the Case Manager Supervisor and/or Project Manager;
- Coordination and monitoring of outreach activities and case management;
- Continually follow up with CBOs to ensure the smooth implementation of outreach activities and enable a proper environment for the implementation of case management services by CMs and psychologists.
Coordination and representation:
- Participate and represent COOPI in protection-related and cash-for-protection working groups, sub-working groups, and task forces on the national level (When requested by the Case Manager Supervisor).
- Represent COOPI positively and professionally to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of COOPI's mandate, ethics, values, and standpoint about other actors.
- Outreach and coordinate with relevant stakeholders especially hosting CBOs and keep mapping sheets for service providers updated in targeted areas.
Team and performance management:
- Monitor the performance of CMs.
- Monitor case management services documentation on CPIMS+/PRIMERO and COOPI’s Cloud.
Accountability:
- Ensure maintaining high confidentiality of information, up-to-date documents, including processes and verification.
- Inform the Case Manager Supervisor, and Project Manager about any complaints received and report it.
- Accomplish any other assignments given by the Case Manager, Supervisor, or Project Manager.
Reporting:
- Report weekly meetings to CPCM Supervisor;
- Report monthly achievements of CPCMs.
- Report key takeaways from meetings of working groups, sub-working groups, and taskforces as assigned by CPCM Supervisor.
- Report documentations of cases on Primero.
Candidate’s Profile:
ESSENTIAL:
- University degree of Social Work, Sociology, Criminology, or Community Service, and equivalent practical field experience, preferably with a humanitarian organization.
Professional and Personal Requirements:
- At least 5 years of experience in protection-related sectors, including at least 1 year of experience with NGOs in the same position.
- Extensive field experience and an in–depth knowledge of refugees’ assistance issues.
- Strong understanding of the humanitarian emergency operating context, the humanitarian system and its flexibility, donors and their high demands, security and financial management in humanitarian context.
- Strong communication and reporting skills.
- Experience in coordination with other service providers to conduct external referrals to provide a holistic case management approach.
- Experience in recording and reporting internally and externally referred cases by CPCMs and report to line manager.
- Ability to work under high pressure.
- Excellent time management skills and resourcefulness with attention to details.
- Computer (excel) and other data collection tools such as Kobo and CPIMS+/PRIMERO.
- Able to work independently.
- Readiness to commit and adhere to the values, mission, and vision of COOPI.
- Strong team spirit, comfortable in a multi-cultural environment.
- Ability to work and adapt in different environments.
- Experience in working with children with disabilities/special educational needs is an asset.
- Team management skills.
Must have:
- Experience in using the CPIMS+ platform.
- Experience in Cash and Voucher transfer projects.
