1. ORGANIZATIONAL CONTEXT AND SCOPE:

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under its Migrant Assistance and Counter Trafficking Unit (MACTU), IOM Thailand implements a range of national and regional projects aimed at addressing migration challenges and delivering increased protection and assistance to vulnerable migrants and victims of trafficking in partnership with government, civil society, and private sector counterparts. One of the projects that is currently being implemented by IOM Thailand is the Childcare and Psychosocial Services for Migrant Children in the Immigration Detention Centres in Bangkok. Through this project, IOM providing direct assistance and psychosocial support to the migrant children and their primary caregivers. This specific project aims to contribute to improving access to basic services, including health care and mental health services, as well as enhancing the inclusion and social cohesion of migrant children and their families.

Working under the overall supervision of the Head of Migrant Assistance and Counter Trafficking Unit (MACTU) and the direct supervision of the Program Officer (Counter Trafficking) the successful candidate will be responsible for supporting the planning and implementation of activities in the thematic area of Child Protection and Mental Health and Psychosocial Support (MHPSS) under the Migrant Assistance and Counter Trafficking Unit.

2. RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Communicate with the Royal Thai Government and IOM’s non-government partners at project locations to coordinate on-going direct services and psychosocial interventions for vulnerable migrants, especially children and their primary care givers as well as young adult women.
  • Provide overall support to the Program Officer (Counter Trafficking) to ensure the delivery of services and monitoring of MHPSS activities for vulnerable migrant, especially migrant children and their primary caregivers, , in line with agreed project documents and other project requirements and propose adjustments as necessary.
  • In coordination with the Program Officer (Counter Trafficking) provide overall guidance and support to the project team to implement day to day project activities and perform quality control checks, compliance and procedure in line with the organization approach, framework and policies.
  • Coordinate with project staff to prepare and develop internal and external reports including but not limited to statistical data, highlighting special needs and protection gaps of beneficiaries, as well as activity reports.
  • Support the Program Officer (Trafficking) with resource mobilization efforts by preparing budget plan, tracking and monitor budget spending, supporting onboarding of new hiring project team (staff and non-staf), developing project proposals for the MHPSS portfolio under MACTU.
  • Participate in meetings and conferences; assist in coordinating implementation activities related to MHPSS and child protection thematic program with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the projects.
  • Undertake regular travel within and outside of the duty station as may be required for official duties and carry out any other related duties that may be assigned by the supervisor and carry out any other related duties that may be assigned by the supervisor.
  • Perform any other duties as may be assigned.

3. QUALIFICATIONS AND EXPERIENCE

EDUCATION

  • School diploma with six years of relevant experience in Psychology, Mental Health, or Social Work. Or,
  • Bachelor’s degree or higher in the field of Political or Social Sciences, Psychology, Law, International Relation, or related field from an accredited academic institution with-four years of relevant experience.

EXPERIENCE

  • Experience in managing project activities, preferably in the thematic area of MHPSS and Assistance to Vulnerable Migrants;
  • Experience working with Government counterparts, UN agencies and/or non-governmental organization is considered an asset;
  • Good knowledge of protection of migrants particularly having prior work experience with children in the context of migration;
  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups;
  • Experience in conducting training programs and community engagement;
  • Familiarity with Thailand migration law and policies;

SKILLS

  • Strong writing and communication Skills
  • Knowledge of UN and bilateral donor programing
  • Strong organizational and time management skills
  • Good administrative, communication and analytical skills
  • Teamwork oriented but with a capacity to work independently
  • Demonstrated ability to manage multiple work assignments efficiently and effectively.
  • Proficient using the latest versions of Microsoft Word, Excel, PowerPoint, Access, and mail merges; email and web searches

4. LANGUAGES:

  • Fluency in English and Thai (oral and written)
