MEAL Coordinator - Geneva, Switzerland

Mission

Geneva Call is a neutral and impartial non-governmental organization dedicated to promoting respect for international humanitarian norms in armed conflict and other situations of violence. Geneva Call is currently focusing its efforts on banning the use of anti-personnel mines, protecting children from the effects of armed conflict, prohibiting sexual violence in armed conflict and the protection of the medical mission.

Overall activities

As part of the Policy, Programmes, and Legal Unit, and under the supervision of its Head, the MEAL Coordinator is responsible for implementing Geneva Call’s design and rollout of institutional monitoring, evaluation, accountability and learning frameworks, particularly around the thematics of humanitarian engagement on acute and severe food insecurity in areas affected by armed conflict, child protection in armed conflict, and access to healthcare through the respect of humanitarian norms by armed groups and de facto authorities.

The overall activities include:

  • Contributing to the development and implementation of the comprehensive MEAL framework across all regional and thematic areas;
  • Developing survey instrument design, sampling design, multivariate statistical analysis, and qualitative and qualitative data analysis;
  • Frequent field visits for capacity building for field staff on implementation of MEAL tools;
  • Coordination with donor relations colleagues to ensure effective project monitoring, evaluation, and reporting on all thematic projects.

Main qualifications

Education and experience

  • Minimum of a Master’s Degree or equivalent experience, plus at least 8-10 years of relevant experience.
  • Master’s degree in social sciences or other relevant field of study.
  • Project management certification, such as Prince2, PFQ, CAPM/PMP, or IAPM is highly desirable.
  • Active membership in a monitoring and/or evaluation society and association also desirable.

Technical skills

  • Demonstrated qualitative and quantitative research skills, including but not limited to survey instrument design, sampling design, multivariate statistical analysis experience, qualitative and quantitative data analysis experience.
  • Experience in the design and rollout of institutional monitoring, evaluation, accountability and learning frameworks building on existing systems.
  • Experience in providing methodological support, leadership, and capacity building on MEAL to colleagues, particularly field-based colleagues.
  • Experience in monitoring the rollout of MEAL frameworks as part of a continuous learning cycle for the identification of recommendations for improvements and further developments.
  • Experience in preparing, managing, and conducting impact or outcome evaluations.
  • Experience in the context of behavioural change programming, ideally in the context of humanitarian action and results-based protection programs.
  • Professional proficiency in MS Office suite, advanced proficiency in Excel, and at least one or more other advanced programs like R, STATA, Power BI, and/or Tableau.
  • Demonstrated ability to communicate and collaborate effectively with individuals and teams at all levels, both internally and externally.
  • Experience working in an international matrix structure in a positive and constructive manner.
  • Ability to work under pressure and to deadlines.
  • Ability to manage conflicting priorities and deliver to deadlines.
  • Ability to integrate a gender and intersectional perspective into all aspects of a project.

Personal skills

  • Understanding and respect for humanitarian principles and the organizational vision, mission and confidentiality.
  • Demonstrated ability to thrive in a matrix management environment. Developed interpersonal and communication skills including influencing, negotiation and coaching.
  • Experience in drafting interim & final reports for donors.
  • Experience in conducting and drafting needs’ assessments.
  • Strong communications skills (both written and verbal) at a level appropriate for high level external representation and ability to tailor communications to different audiences.
  • Willingness and ability to travel at short notice.
  • Ability to work independently and take initiatives.
