Piloting of Generations for Change Family Methodology for Parents of Children Aged 6- 11-year-old with Children Terms of Reference

Terre des hommes (Tdh) Jordan is seeking to contract a national professional technical consultant or a team of consultants, who display the technical, innovative, human and ethical capacities to carry out the scaling and piloting of Tdh’s family methodology “Generations for Change” to accommodate younger age groups (6-11) of children and their caregivers.

Organization and Context Background Information: 

Terre des hommes Jordan (Tdh) was established in 2007 in response to the Iraqi refugee crisis. Since then, the program has evolved into responding to various emergencies that have afflicted the country at different periods in time, including the Syrian refugee crisis. In 2013 the organization established a Juvenile Justice program, focused on protecting the rights of children in conflict with the law aiming to create a child friendly juvenile justice system in Jordan. Currently the program works with the Syrian refugees’ camps, urban Syrian refugees and vulnerable host communities through several child focused interventions.

Generations for Change: 

The innovative program centres a family approach to gender norms, healthy relationships within families, and positive parenting techniques. It engages with both parents and their young adolescents to reduce intergenerational violence and foster healthy, caring, and supportive relationships between parents and their children.

The methodology comprises of thirteen sessions that mostly go in separate groups for fathers and mothers when discussing the gender roles in society, parents' legacy, origins of violence in family, Anger and emotions, while parents come together when discussing communication and teamwork in a family context. As for the adolescent boys and girls, separate sessions are held when discussing gender roles, differences, power dynamics, empathy, understanding violence, understanding family, etc. then they are brought together along with their parents among other families in the group to discuss communication and family topics.

Although complementary methodologies, a separate curriculum is used for each target group (parents and youth), with two sessions together as a family. The parents’ curriculum includes some sessions held with fathers and mothers separately and other sessions where fathers and mothers are engaging with the content together

This methodology has been implemented in Zarqa, Irbid, Karak, Emirati Jordanian Camp since the last quarter of 2022, and has been adapted to the contexts in terms of running mixed groups by the end of the cycle or keeping them separated as per the community’s acceptance.

An analysis of the Child Protection Information Management System (CPIMS) at Tdh revealed that some children aged 6 to 12 in the above-mentioned areas are exposed to various risks by their caregivers, including emotional distress, physical violence, and neglect.

Validation sessions with caregivers to explore the root causes of these risks showed that many parents struggle to understand the needs of children in this age group, highlighting a gap in communication and positive parenting. As a result, Tdh aims to adapt and expand the use of its methodology to better address the developmental needs of younger children, support parents in their caregiving roles, and most importantly, reduce the risks faced by children.

Through validation sessions with caregivers on the root causes of such risks, most of parents disclosed their challenges in understanding their children’s needs at this age group, indicating a gap in communication and positive parentings for these children. Tdh, therefore seeks to expand on the use of the methodology to be relevant to the needs of younger ages in order to support parents in their roles, and most importantly reduce risks against children.

Objective and Deliverables of this Assignment: 

Objectives:

  • Under this consultancy, Tdh seeks to expand on the use of the methodology to include children whose age groups are between 6- and 11-year-old with their parents, in an age and gender appropriate content. To achieve this, Tdh seeks the support of a Child Development expert to adapt the methodology’s main topics to accommodate the needs and (way of work) with children at this age and their parents, this includes adding interactive sessions, traditional games and facilitation guidance to the parents on how to build better healthy relationships and improve communication through play with their children. The methodology has already focused on building a solid relationship and understanding between fathers and mothers, which is the starting point to work as a team in bonding with their children, the consultant should focus on how the fathers and mothers can utilize traditional games, storytelling, drawing among other activities and minimal resources available in their surrounding environment, to engage with their younger children and adopt more positive parenting approaches with them.
  • In brief, the consultant is required to pilot 4 groups of parent- child sessions in coordination with Tdh’s local partners in Zarqa and Amman, in addition to 2 in a refugee camp setting to achieve the following:
    • Expand on the methodology’s curriculum for Adolescents to accommodate the development needs of children aged between 6 and 11. This includes emotions management, enhancing communication, setting boundaries, self- protection, among others. The consultant should explore further areas of interest by consulting with the caregivers and children during the pilot phase.
    • Introduce the approach for fathers and mothers to support them in building healthy relationships with their children through interactive play- based sessions. The sessions should build on the current methodology that begins with working on the communication channels between fathers and mothers, then shift to work as a team into enhancing in return their parenting methods towards their younger children.
    • Engage children and parents in identifying traditional games that could be utilized inside the sessions to help deliver the desired outcomes, the selected games should be derived from surrounding environment and requires minimum resources.
    • The consultant in arrangement with the partnering CBOs who have access to neighbouring schools, is requested if applicable to explore the possibility of piloting 1 cycle with a teacher and a group of children. The application of such methodology inside schools could support Tdh’s efforts in reducing violence against children at homes and inside schools.

Deliverables:

  • The consultant should be working on the following deliverables throughout the consultancy period and with intensive follow up and technical review provided by the Protection Specialist of Tdh.
  • Workplan of the assignment indicating the desk review process, data collection, session development and piloting, and finalizing methodology.
  • Desk Review Assessment Report: The consultant will produce a desk review assessment report, that incorporates best practices from local communities and other organizations operating in similar fields along with relevant contextual considerations.
  • Data Collection Plan: indicating the process of data collection, sample size and tools.
    Session initial framework that indicates the topic, objectives, setup, number of sessions, and duration.
  • Conclusion of main findings and signs of improvement using tailored Monitoring and Evaluation tools that are suitable to children.
  • Reflection Session with Tdh technical and field, and partners to validate findings.
  • Final guide in Arabic and English.
  • Note: All deliverables and materials should be submitted in Arabic and English.

Modality of Work:

The consultant(s) will employ a mix of methods, including:

  1. Requirements for the expert
    • A relevant Academic in Child Protection, Early Child Development or Psychology.
    • Technical expertise and proven record on developing and piloting a tailored child- parent interactive program.
    • Demonstrable experience in academic research in Child Protection or Child Development related field.
    • Fluent in Arabic and English.

Ethical Considerations: 

The consultant/consulting agency must sign the Terre des hommes Child Safeguarding Policy and Code of Conduct and be willing to adhere to its principles and expected practices. If a breach of the policy or code of conduct takes place the consultancy will be terminated immediately without any financial burden on Tdh.
