Context:

The International Organization for Migration (IOM) is committed to the principle that humane and orderly migration benefits migrants and society. Under the overall administrative supervision of the Chief of Mission, and the direct technical supervision of the Senior Operations Officer and in close coordination with all relevant stakeholders, the Senior Protection Coordinator will formulate, develop and manage IOM Qatar’s Protection portfolio and exercise technical, operational, financial and administrative management responsibility for projects and/or programmes in coordination with the relevant Programme Managers.

The Senior Protection Coordinator will also manage and guide the implementation of the country protection strategy while supervising and coordinating the Protection / Mental Health and Psychosocial support units within the assistance programme.

Core Functions / Responsibilities:

  1. Develop, plan and implement protection strategies and provide strategic oversight, leadership, and management of the Protection Unit, from staff management, recruitment, supervision, resource mobilization and planning, monitoring quality of activities and ensuring adaptation of response.
  2. Provide the elaboration and follow-up of workplans, a monitoring, evaluation and reporting system as well as operational administrative and financial management for all relevant projects under Protection unit in IOM Qatar, maintain oversight of project cycles, and ensure programmes are consistent with audit and donor requirements.
  3. Working with PXD HQ, Global MHPSS Unit and RO MENA, and in close cooperation with the Protection coordinator and the MHPSS coordinator: Initiate and coordinate the protection unit’s implementation of existing protection activities. Analyze needs and appraise the suitability of proposed activities and projects in meeting these needs. Ensure coordination with other IOM units and the mainstreaming of protection across all IOM Qatar’s interventions in line with IOM internal guidance into overall IOM response and decision-making.
  4. In coordination with HQ and RO Protection Division (PXD), advocate for and disseminate the protection division mandate, provide authoritative advice and direction for training and Capacity Building sessions where needed.
  5. Develop and update an IOM Protection strategy for IOM Qatar in line with IOM country, regional and global strategic frameworks, and in coordination with the PXD HQ, Global MHPSS Team and RO MENA team. Advise the Chief of Mission, in coordination with the Senior Operations Officer on the implications of established programme policies and needs, on plans, priorities and strategic objectives.
  6. In link with PXD HQ, Global MHPSS and RO MENA, and in close cooperation with the Protection coordinator and the MHPSS coordinator, oversee the updating of Standard Operating Procedures (SOPs) and ensure the continuous review and adaptation of the SOPs and other tools for protection, child protection and GBV casework, Mental Health and Psychosocial Support (MHPSS) programmes, and community engagement strategies. Oversee the endorsement and good application of a multi-partners referral pathway for critical incidents case management and for child protection including UASC.
  7. Oversee the response for persons with specific needs and vulnerabilities, including unaccompanied and separated children (UASC) and ensure the development and implementation of early identification procedures, referral pathways, trends analysis and risk mitigation.
  8. Ensure the recruitment of qualified Protection team including Protection (directly) and MHPSS(in coordination with MHPSS HQ) and organigram based on assessment of risks, needs and programme capacities. Establish a delegation of tasks for the overall management of the IOM protection team. Directly supervise the Protection Coordinator and the MHPSS coordinator and provide overall supervision of the Protection-MHPSS team, (protection officers and caseworkers; MHPSS teams; interpreters/cultural mediators and child protection specialists and other staff) responsible for implementing Protection interventions, including Humanitarian Protection activities for Afghan guests transiting through Camp As Sayliyah.
  9. Ensure regular collaboration and communication among all protection colleagues, including protection officers and caseworkers; MHPSS teams; interpreters/cultural mediators and child protection specialists and the rest of the IOM Qatar’s teams. Maintain regular communication with the protection experts in IOM Headquarters (HQ-PXD) and RO MENA PXD to ensure the operations priorities and protection issues are also flagged globally.
  10. Actively participate in internal and multi-partners senior management coordination meetings. Liaise with key protection partners including the implementing partners. Represent IOM and the Protection portfolio in coordination forums and other meetings, in link with IOM PXD RO and HQ.
  11. Liaise and coordinate all matters related to protection with other operations involved with Afghan evacuations; Afghanistan, Kosovo; Pakistan; US bases and any additional third country.
  12. Provide strategic advice, guidance and expertise to partners and team members and all mission staff, including overseeing training on protection related matters, including protection mainstreaming in all the response; protection principles; child safeguarding and child protection; accountability to affected populations (AAP); gender-based violence (GBV) prevention and response; prevention of sexual abuse and exploitation (PSEA); disseminate tools and guidance to build a protective environment.
  13. Establish and strengthen partnerships with key stakeholders including Department of defense (DOD), Department of State (DOS), Bureau of Population, Refugees, and Migration (PRM), United Nations Children's Fund (UNICEF), Qatar Red Crescent Society (QRCS), International Committee of the Red Cross (ICRC), and the United Nations High Commissioner for Refugees (UNHCR), etc.) on Protection-related matters through active participation in inter-agency forums and related meetings; through new activities, ensuring the implementation of ongoing activities. This includes mainstreaming protection concerns across all IOM operations pertaining to Afghan guests in Qatar and training other partners when feasible.
  14. Make strategic recommendations, provide advice and regular updates on the implications of established programme, policies and needs, on plans, priorities and strategic objectives to the Chief of Mission, Senior Operations Officer and the Site Coordinator and prepare reports covering protection related activities; briefing, statistical/narrative reports and background notes including specific information requested by IOM, the Donor, Governments, and other entities. Ensure all reporting requirements are met in a timely manner. Advise Bureau for Population of Refugees and Migrants (BPRM) and Department of Defense (DOD) on protection considerations, their implementation and monitoring.
  15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Law, Political or Social Sciences, International Relations / Cooperation / Humanitarian Aid, Human Rights, Social Work, or a related field from an accredited academic institution with seven years of relevant professional experience; or
  • University degree in the above fields with nine years of relevant professional experience.

Experience

  • Specific experience working within the humanitarian protection sector, including established programme coordination, representation, and managerial responsibilities;
  • Strong experience managing complex emergency, humanitarian, and transitional programming;
  • Demonstrated experience in implementing case management programmes and managing case management staff.
  • Proven experience in the field of prevention of and response to sexual and gender-based violence.
  • Demonstrated experience in advocacy and coordination
  • Experience in management of counter human trafficking projects and/or in conducting complex case-management.
  • Experience in liaising with governmental authorities, other national/international institutions.
  • Extensive experience in coordinating activities with various stakeholders both at global level and in the field.
  • Excellent track record of effective working relationships with private sector, government officials and UN agencies.
  • Professional experience in the humanitarian and development fields relating to migration, refugee, IDP issues, showing increasing levels of responsibility.
  • Professional experience should include fieldwork in multiple duty stations; and,
  • Working experience in the MENA region is asset.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Dari and/or Pashto is an advantage.
