Thailand: Consultant to review, design training curriculum and develop safeguarding policies
Funded by the U.S. Agency for International Development (USAID) and managed by FHI 360, the Meeting Targets and Epidemic Control (EpiC) Project is a global project with specific scopes of work in multiple countries. In Thailand, EpiC focuses on interventions to reduce HIV transmission among men-who-have-sex-with-men (MSM), male sex workers (MSW), and transgender women (TGW) populations and to improve the quality of life of people living with HIV (PLHIV) in Thailand. Most interventions are implemented through community-based organizations (CBOs) in ten different parts of the country, namely Bangkok, Chonburi, Chiang Mai, Chiang Rai, Nonthaburi, Patumthani, Phitsanulok, Samutprakarn, Song Khla, and Ubonratchathani, and include reach-recruit-test-treat-prevent-retain (RRTTPR) interventions such as targeted online interventions on social media, differentiated service delivery for HIV testing, Pre-Exposure Prophylaxis, and antiretroviral treatment including telehealth services, and cross-cutting issues of stigma and discrimination reduction and policy advocacy.
REQUIRED SERVICES:
FHI 360 is committed to protect its program participants from any type of harm as a result of their engagement with FHI 360 or any of our programs including code of conduct, sexual exploitation and abuse (SEA), child abuse and neglect, and human trafficking, committed by FHI 360 personnel or partner personnel.
PURPOSE:
EpiC Thailand has already conducted self-assessment for safeguarding for implementing partners and would like to seek the support of an individual consultant to facilitate the completion of the safeguarding training and developing organizational policies align with the result from self-assessment for safeguarding of each organization.
TASKS AND DELIVERABLES:
The services include, but not be limited to:
- Review results of safeguarding self-assessment including Organizational Policy, Recruitment and Hiring, Subcontractors/Sub-recipients/Vendors, Mandatory Training, Reporting and Complaints Mechanisms, Awareness-Raising, Assistance and Referrals, Investigations and Corrective Actionfor each implementing partner.
- Review and revise a set of standard and organization policies for safeguarding
- Develop safeguarding training modules aligned with FHI 360 guidelines and conduct training for key partners. The training includes
- Code of conduct
- Sexual exploitation and abuse
- Children Safeguarding and cover three topics: a definition of SEA that aligns with the FHI 360, prohibited conduct; and reporting requirements and mechanism.

DESIRED CANDIDATE PROFILE:
The ideal Contractor will possess the following skills:
- Expertise in the safeguarding of adult and children include code of conduct, Sexual exploitation, and abuse Children Safeguarding.
- Knowledge related to Thai national healthcare systems focusing on HIV services.
- Experience in working, reaching out to and interviewing with key-populations organizations.
- Thai citizen
