Jordan: Protection Specialist Consultant (Mental Health and PSS)

Duties and Responsibilities: 

The Consultant will do the following tasks:

  • Building the capabilities of the team in a specialized way in the field of protection and mental health.
  • Follow up workflow plans and develop work quality.
  • Increasing the LWF network of relations in the field of protection.
  • Review the protection team’s reports (weekly, monthly).
  • Provide monthly progress report to team leaders in each area (Irbid, Zarqa, Zaatari).
  • Provide a final report explaining the protection development happened.

Scope of Work: 

To ensure that children, youth and adults in the LWF Community Centers in Irbid, Zarqa and Za'atari camp are emotionally and socially thriving within a community that enables and supports their wellbeing through the designing, providing technical support and ensuring the quality of implementation of structured and unstructured protection activities including counseling, PSS, case management referral, in addition to capacity building to councilors and protection team and any related activities.

Expected Outputs and Deliverables: 

The Consultant will do:

  1. Cotinuous follow-up of the work of employees in the field of GBVIMS (paper files, reports, referral methods) obtaining a license to start working on Primero/GBVIMS.
  2. Building the team's capabilities to work on CPIMS through specialized training and paper models and obtaining a license to start working on Primero/CPIMS.
  3. Supervising and supporting staff and volunteers to ensure high-quality services at the field level in protection and psychological support.
  4. Prepare training materials for caregivers, adolescents, children and man.
  5. Active participation in all sub-working groups in the protection and mental health.
  6. Providing clear and comprehensive references for case managers and counselor to organize their work. 
  7. Build a clear structure for measuring the impact of protection programs in cooperation with the monitoring and Evaluation Department.
  8. Building a data protection policy and how to activate it in the centers.
  9. Developing Working mechanisms with Juveniles and developing a unified action plan for them with LWF centers.
  10. Review and develop the protection program regarding structure, process, and activities.
  11. A clear structure for distributing assistance to the needy (cash aid, in-kind).
  12. Establishing guidelines and educational materials in addition to clear recommendations for the team protection team from the technical side.
  13. Raising the efficiency of LWF staff with specialized training in the protection field.
  14. Develop mechanisms or work methodology to reduce stress among employees.
  15. Assisting in networking with specialized mental health centers to hold individual psychological counseling sessions for all employees.
  16. Ensure that employees achieve monthly goals at an acceptable level of quality.
  17. Submit a weekly and monthly report on the progress of work and improvement plans, and contribute to it with donor reports.
  18. Designing specialized awareness sessions, for volunteers and employees to work in the field.
  19. Providing support in writing proposals and designs for new projects.
  20. Enhancing partnerships and networks with other international NGOs, community organizations, government agencies, and other stakeholders regarding protection intervention.
  21. Building a clear and comprehensive scientific training material on social psychological support topics and how to advise in individual sessions.

The expected Outcome:

  • Obtaining a license to start working on Primero/GBVIMS and CPIMS.
  • Providing the team with specialized training materials in the field of (adolescents, the elderly, caregivers, and men) and technical training material in psychosocial support for individual sessions.
  • Activating the LWF role of the coordination working group.
  • Building a data protection policy in LWF centers.
  • Indicators to evaluate the consultant’s performance.

Performance indicators are:

  • Quality of reports
  • Feedback from advocacy officer and M&E officer.

Contract and Duration: The services should be delivered between (June 2023 - Oct 2023); we expect her/him to work for 15 working days per month.

Duty Station: Lutheran World Federation/ Jordan program / Za’atari camp, Zarqa & Irbid community center with possible visits to beneficiary’s location.

Qualifications and Experience: 

Essential:

  • Master’s degree in psychology or counseling, with a minimum of four (4) years of experience, previous experience in UN, INGO, or NGO (Humanitarian field), master’s degree is preferable.
  • Experience in GBV and child protection in a specialized manner for no less than seven years of supervising employees.
  • Official MoH practice license.
  • Obtaining a diploma or specialized training courses in psychotherapy relevant to professional technical experience is desirable.
  • Experienced with specialized psychological assessment and treatment of a wide range of mental health problems of varying severity and complexity.
  • Familiarity with international protection and human rights legal standards, with special emphasis on women's rights, child rights, and SGBV.
  • Proven experience in developing training manuals, Sop and Protection Tools.
  • Proven experience in conducting training and facilitating sessions, TOT is a plus.
  • Very Good spoken and written English.
  • Very Good computer skills.
  • Valid Driving license.
