Ukraine: Protection Advisor, JERU

WORK CONTEXT: 

CESVI's response in Ukraine is focused on the Protection and Psycho Social support of the most vulnerable population affected by the conflict. The ongoing and planned activities include but are not limited to: identification and set-up of a safe space, including space management SOPs, mental health support for staff and volunteers, Screening for vulnerabilities and assessment/monitoring of the needs of the targeted population, Provision of MHPSS services (psychosocial first aid, individual and group support), Information and sensitization on protection risks, Training of local stakeholders on protection approaches and safeguarding.

CESVI is seeking a Protection Advisor for the joint programme response with Alliance15 members.
CESVI, Concern Worldwide and Welthungerhilfe (WHH), have been working together in East and West of Ukraine since February 2022 using their combined resources and reach, to ensure a quick and effective emergency response to assist the crisis-affected population.

This response, known as JERU (Joint Emergency Response Ukraine), is working inside of Ukraine to help internally displaced people (IDPs) and vulnerable host community members through multi purpose cash assistance, in-kind food and NFI assistance and protection services. JERU implements a significant proportion of its programme in partnership with local and national NGOs, or Civil Society Organisations.

The Protection Advisor reports to the JERU Programme Director, providing technical support for implementation and functional management to the protection officers based in the field officers. The Protection Advisor also coordinates with the JERU Programme Director to lead and develop the strategic direction of protection activities as the response moves towards early recovery.

The Protection Advisor under JERU will be based in Kyiv, with frequent missions to sub offices in Khmelnytskyi and Poltava.

JOB DESCRIPTION: 

The Protection Advisor under JERU will be based in Kyiv, with frequent missions to sub offices in Khmelnytskyi and Poltava, according to accessibility and security conditions.

Main Responsibilities:

  • Oversee and provide technical guidance on the implementation of protection and MHPSS related activities, ensuring that project deliverables and activities are of high quality.
  • In coordination with the JERU Programme Director develop a relevant and effective strategy for protection and integration with other sectors. Work within the framework of the IASC guidelines for mental health and psychosocial support in emergency settings, Sphere standards and Child Protection Minimum Standards.
  • Review and create if needed program materials and tools (e.g. provide training materials, tools and training reports for review, and receive input on development of materials etc.
  • Plan, manage and coordinate with the JERU Programme Director and Head of Project, implementation of the MHPSS and Protection activities.
  • Provide technical guidance on the implementation of protection and MHPSS related activities, ensuring that project deliverables and activities are of high quality.
  • Monitor and evaluate all project aspects, including proper identification of beneficiaries, according to protection minimum standards and principles and CESVI’s standards and procedures procedures, with a view to recommending appropriate action for enhanced project implementation and monitoring.
  • Establish and maintain strong partnerships and liaisons with local authorities, local partners, International Organizations, and other actors linked to the implementation of the project.
  • Keep abreast of policies, international standards, and best practices relating to the rights of IDPs, vulnerable populations, and in particular, protection of women and children's rights.
  • Explore possibilities and carry out expanded collaboration with relevant authorities and partners on project-related activities; identify new project possibilities arising from institutional donors.
  • Prepare general and specific information on program activities as requested by the alliance partners and Cesvi HQ.
  • Represent JERU as requested in various cluster and working group meetings.
  • Work with protection officers to ensure supervision of activities implemented by the local partners providing technical guidance where needed.
  • Perform any other duties as may be assigned.
  • In coordination with HQ a follow up on the implementation of the Child Safeguarding (CS) and Protection from Sexual Exploitation and Abuse (PSEA) policies.
  • Ensure adherence to PSEA and Safeguarding Policy.

ESSENTIAL REQUIREMENTS: 

QUALIFICATIONS:

  • Bachelor’s Degree in mental health, social work, counseling or fields related to humanitarian assistance, social work, human rights, international law, social studies; Postgraduate degree preferred

PROFESSIONAL EXPERIENCE: 

  • Minimum 5 years’ experience implementing similar programming in emergency or complex emergency settings; of which at least 3 years must be in the field of Protection and PSS in emergency;
  • Proven knowledge of IASC guidelines for mental health and psychosocial support in emergency settings and Sphere standards;
  • Proven experience of principles and practice of case management approach and can apply to protection programs;
  • Proven experience providing psychosocial support, directly or in a supervisory role;
  • Experience in designing, implementing, and evaluating Protection and PSS focused programs
  • Proven experience in adapting and applying protection and PSS in Emergencies Programming and other relevant tools;
  • Demonstrates commitment to gender equality;
  • Promote and integrates gender analysis and mainstreaming into humanitarian programming;
  • Familiarity with the education and protection sectors;
  • Strategic thinking and planning for protection response

SKILLS:

  • Solid knowledge of NGO procedures, approaches and operations;
  • Knowledge of project cycle management;
  • Ability to produce timely project proposals and high-quality narrative reports;
  • Proven experience in capacity building of national and international staff;
  • Able to apply participatory approaches to engaging with and mobilizing communities;
  • Solid capacity in managing a variety of internal and external relationships, especially with partners;
  • Capacity in networking and build effective partnerships with local stakeholders;
  • Experience in remote management and training;
  • Problem-solving and analytical skills;
  • Strong communication and diplomatic skills;
  • Self-motivated, able to take initiative, resilient and able to work independently;
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively;
  • Adapts and copes with pressure;
  • High level of IT skills (Office package);
  • Fluency in English (written and spoken)

DESIRABLE REQUIREMENTS: 

  • Prior experience in the Ukraine and/or other security-sensitive environments
  • Experience in working with CSOs and local NGOs
  • Knowledge of Ukrainian and/or Russian
