Job Purpose:

On behalf of World Vision, co-lead agency with UNICEF for the child protection AoR, the purpose of this role is to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response by participants in the Child Protection AoR. The post holder has joint responsibility with the UNICEF co-lead and the cluster lead agencies, resourcing partners and all cluster participants for the efficient management and functioning of the child protection AOR encompassing the following

Knowledge/ Qualifications for the Role:

Establish and Maintain an Appropriate Humanitarian Coordination Mechanism:

  • Co-lead coordination of the child protection AOR in line with the core cluster functions.
  • Convene and facilitate meetings of the sector (and/or joint meetings with other sectors) as required per the AOR TOR. Ensure that meetings are managed in line with the Principles of Partnership (Equality, Transparency, Results-oriented approach, Responsibility, and Complementarity). Follow-up on key decisions and action points.
  • Maintain strong linkages with the protection cluster, the GBV AOR, the ICCG, donors and other relevant bodies and stakeholders. Provide strong representation of child protection priorities and needs to these bodies and other inter-cluster fora.
  • Facilitate agreement on an efficient division of labour and the assignment of responsibilities amongst cluster members, taking into account of their comparative advantages, technical expertise, and complementarities. Facilitate designation of focal points or the establishment technical sub-groups as needed. Review periodically to assess continued need and value-added.
  • Undertake outreach with international and local NGO partners to foster an inclusive, accessible, and comprehensive coordination mechanism.
  • Liaise with coordination structures and groups outside the cluster system to foster strong links and networks that can strengthen the child protection response.
  • Support the follow-up on child protection consultative and feedback mechanisms towards accountability for affected populations.
  • Explore ways to mainstream child protection into the work of other humanitarian sectors.

Planning and Strategy Development: 

  • Facilitate and lead development of AoR response plans, with objectives and indicators supporting realisation of strategic priorities, including humanitarian response plan (HRP). Ensure these are updated regularly according to evolving needs.
  • Facilitate development of the AOR workplan for the implementation of the HRP. Review regularly against targets and update as needed.
  • Facilitate, organise, and lead when appropriate, needs assessments and analysis among AOR members to inform strategic decision-making of the AOR
  • Participate in cross-cluster assessments and exercises. Ensure that identified needs, gaps, and priorities of the child protection AOR are represented.

Capacity Building: 

  • Facilitate or organize capacity building opportunities for child protection AOR members on identified priority needs, including on the Child Protection Minimum Standards, and other relevant technical areas of child protection in emergencies, and/or humanitarian response.
  • Facilitate the sharing of appropriate technical materials and resources, including inter-agency guidelines and toolkits.

Information Management, Monitoring and Reporting:

  • Develop, use and update response monitoring tools - such as the 4W, secondary data review, child protection
  • Monitoring tool - for the collection, analysis and management of data to strengthen the child protection response. Identify and analyse implementation and gaps in the response. Share data with AOR members. Facilitate cooperation towards addressing gaps when possible. When appropriate, raise urgent issues to relevant bodies, such as regional and global partners, donors, the NGO Forum, and the ICCG and HLG, for further action and support.
  • Report regularly and as requested on implementation of the child protection response against the HRP results framework to track progress against targets.
  • Regularly review the functioning of the AOR and encourage an atmosphere conducive to raising and addressing concerns.
  • Compile and report on child protection AOR funding requirements and received to input to response planning and financial tracking documents, as requested.

Advocacy:

  • Facilitate and support advocacy activities, opportunities, and initiatives. Together with AOR members, identify core advocacy concerns and develop common messaging and actions. Contribute to broader advocacy initiatives within the WoS and internationally.
  • Maintain the profile of child protection needs and concerns within the agenda and priorities of the protection cluster, the ICCG, donors, and other coordination structures. Inform strategic decision-making of the DRHC/HLG.
  • Promote strong civil society participation in child protection AOR coordination and liaise with international and national NGO partners in Syria and Turkey to identify issues of concerns, and consolidate inputs and support for joint positions.

Emergency Preparedness and Response:

  • Facilitate and lead contingency planning and emergency preparedness efforts for the sector when feasible and as requested.
  • Contribute to contingency planning, as required.
  • Monitor and report child protection trends and ensure emergency preparedness planning is undertaken to anticipate new risks.

Resource Mobilization:

  • Following thorough and transparent consultation within the sector, provide leadership and strategic direction in the assessment and prioritisation of project proposals, activities and initiatives for inclusion in response plans, CERF and ERF requests and other inter-agency funding appeals; ensure that agreed sector strategies and priorities are adequately reflected in appeal documents. Ensure the implementation of the gender marker in appeals.

Accountability:

The post holder is accountable to:

  • World Vision International Turkey Response Manager, who will in turn ensure that the post holder is provided with all necessary support and guidance.
  • The UNICEF head of office (Gaziantep), who will collaborate and cooperate with the post holder towards the successful delivery of the child protection AOR
  • Child Protection AOR members and participants, who will in turn ensure that they deliver on their agreed minimum commitments, per the AOR TOR.
  • Inter-cluster coordination bodies established by the HLG/UNOCHA.

Required Professional Experience:

  • At least 7 years of progressively responsible humanitarian work experience with UN and/or NGOs, including programme management and/or coordination in a major emergency response.
  • Extensive knowledge and experience in child protection in emergencies systems and service delivery. Children and armed conflict experience an asset. Remote management experience an asset.
  • Thorough knowledge of inter-agency child protection standards, toolkits, and trainings. Facilitation experience with these tools an asset.
  • Strong diplomacy skills and ability to undertake duties in a neutral manner and represent and identify with the AOR and not any one agency or group member.
  • Strong and clear communication and presentation skills. Negotiation and consensus building skills an asset.
  • Experience developing advocacy plans and messaging. Experience advocating for child protection needs and priorities in humanitarian settings and to different audiences an asset.
  • Experience undertaking needs assessments, analysis and strategy development.
  • Strong English communication skills (oral and written).

Required Education, Training, License, Registration, and Certification:

  • University degree in law, social sciences, or another relevant field.
  • Fluency in written and spoken English and Arabic.

Preferred Knowledge and Qualifications:

  • Advanced university degree in law, social sciences, or another relevant field.
  • Comprehensive knowledge of International Human Rights Law, International Humanitarian Law, Refugee Law, the relevant positions of the UN, ICRC and major NGOs on protection of civilians in particular of IDPs, women and children, the codes of conduct, the Humanitarian Charter, The Sphere Project, etc.
  • Proven experience in training and capacity building, including development of training materials.
  • Cultural sensitivity and adaptability.
  • Strong communication skills with ability to express ideas and concepts clearly and persuasively with senior members of the humanitarian community as well as with field practitioners.
  • Excellent networking skills.
  • High degree of negotiation and persuasion skills.
  • Ability to work with a reasonably level of comfort in high tension and high security risk situations.
  • Ability to maintain performance expectations in diverse cultural contexts, psychologically stressful environs and physical hardships.
  • Ability to facilitate the creation of cross-functional project teams and the development of national strategies. Understands work from a process point of view and uses measurement and accountability systems effectively.
  • Demonstrates openness and transparency.

  • English & Turkish.
