Colombia: Project Director

Partners of the Americas is seeking qualified candidates for the position of Project Director for a project funded by the U.S. Department of Labor (USDOL) to address the issues of child labor and forced labor in the palm oil supply chains in Colombia and Ecuador. The objectives of this project are to: 1) Strengthen the capacity of the private sector in Colombia and Ecuador to implement comprehensive and sustainable social compliance systems in the palm oil sector; and 2) Increase understanding, at regional and global levels, of promising practices in social compliance systems in palm oil supply chains.

The Project Director will be responsible for leading all project activities, interacting with and responding directly to donor requests, implementing monitoring and evaluation systems, and managing relationships with project stakeholders such as partner palm oil extractor plants, palm oil associations, government institutions, and external organizations. The Director will also be responsible for the financial management and sustainability of the project, for the delivery of all reports to the donor, and for addressing and resolving challenges to achieve the successful development of the proposed activities and the achievement of the desired objectives and results.

Essential/Primary Functions:

  • The Director will be responsible for leading all project activities.
  • Interact with and respond directly to donor requests.
  • Implement monitoring and evaluation systems.
  • Manage relationships with project stakeholders such as partner palm oil extractor plants, palm oil associations, government institutions, and external organizations.
  • Will be responsible for the financial management and sustainability of the Project.
  • Ensure delivery of all reports to the donor.
  • Address and resolve challenges to achieve the successful development of the proposed activities and achievement of desired results.

Professional Qualifications:

  • Professional degree at the master’s level in areas of public administration, law, or social sciences such as education, public policy, community development, international development, project management, or another related field.
  • Minimum of five years of experience in project management, supervision, administration, and implementation of cooperative agreements and/or contract requirements (including meeting deadlines, achieving outcomes, and overseeing the preparation and submission of required reports), preferably in the country of implementation.
  • Experience in managing cooperative agreements with U.S. or international government agencies, including managing complex budgets and ensuring compliance with donor rules and regulations.
  • Experience working on issues related to acceptable conditions of work, child labor, and/or forced labor in agriculture.
  • Experience in implementing projects on corporate supply chains social compliance programs.
  • Ability to write and speak fluently in both Spanish and English (required)
  • Experience in project management focused on child protection and labor rights (desirable).
  • Experience working in the palm oil sector (desirable).
  • Ability to establish and maintain project operations systems, including the project monitoring and evaluation plan, which includes data collection, monitoring of indicators and targets, and technical support for external evaluation processes.
  • Ability to maintain working relationships with all project stakeholders, including public, private, and civil society partners, and to effectively build partnerships between them.
  • Previous experience working in the country of implementation (desirable).
