The Alliance for Child Protection in Humanitarian Action ("The Alliance") envisions a world in which children are protected from abuse, neglect, exploitation and violence in humanitarian settings. Its mission is to support the efforts of humanitarian actors to achieve high-quality and effective child protection interventions in both refugee and non-refugee humanitarian contexts. To further this mission, the Alliance Strategy 2021-2025 advocates for the centrality  of children and their protection to be recognised and prioritised as essential and life-saving across the humanitarian system.

This February 2023 edition summarizes Alliance efforts to protect children and equip child protection actors in humanitarian settings.

Call for Abstracts for the 2023 Annual Meeting for Child Protection in Humanitarian Action

Date: 12th-15th June 2023

Theme: Children and their Protection at the Centre of Humanitarian Action: Research, Policy and Practice

To strengthen our collective action on child protection in humanitarian action, share your experiences and big ideas at the 2023 Annual Meeting for the child protection sector!

The goal of the Alliance for Child Protection in Humanitarian Action’s 2021-2025 strategy A Clarion Call is that “the CENTRALITY of CHILDREN and their PROTECTION is recognised and prioritised as ESSENTIAL and LIFE-SAVING across the humanitarian system".

Over 200 survey respondents predominantly selected “centrality of children and their protection” as the top priority for discussion during this year’s Annual Meeting. The respondents would also like us to focus on the following areas of the Alliance strategy:

  • Accountability to children
  • Prevention
  • Learning and Development
Therefore, abstract submissions that have a clear link to the four areas outlined above will be prioritised for inclusion in the 2023 Annual Meeting. Further guidance on these areas to support your abstract submissions will be provided by 30 January 2023.

We want to hear your ideas, questions, failures and successes linked to the above mentioned areas. Join us to share your lessons, positions and practices with the CPHA community.

Abstract Submission Guidance Important Next Steps

1) In the Guidance above, you will find forms to complete with information about your proposed content / session - deadline 17th February to annualmeeting2023@alliancecpha.org

2) On our website (forthcoming) there will be further guidance on suggested areas of focus, based on the results of our recent theme survey, and information on the criteria we will use to review and select the abstracts we receive. You may use these to inform your submissions.

This edition summarizes Alliance efforts to protect children and equip child protection actors in humanitarian settings in 2022.

Dear Alliance friends, members and colleagues,

Welcome to 2023! We hope you had a happy and restful end of the year with your loved ones. We are looking forward to continuing our collaboration with all of you in this new year.

Looking forward to 2023, the Alliance is starting to organise the 2023 Annual Meeting for Child Protection in Humanitarian Action! Make sure you save the date for the Annual Meeting on the week of 12th June 2023 and join us!

Before registration opens, we need to decide on the theme! In case you missed it, we invite you to share with us what theme you would like to see featured at the Annual Meeting.  --> Take the Survey by 5 January *This survey will take you no more than five minutes to complete and is available in English, French, Spanish and Arabic. As 2022 has now come to a close, the Alliance would also like to extend a huge thank you to all of our members and partners for your continued commitment and dedication to inter-agency work to ensure the protection of children in humanitarian action.
In 2022, we achieved a lot together. Of note are...  We held the 2022 Annual Meeting for Child Protection in Humanitarian Action on Promoting the Centrality of Children and their Protection in Humanitarian Action through Accountability, Localisation and Working Across Sectors:

We celebrated World Children’s Day... by creating a video advocating for the Centrality of Children and Child Protection and sharing the message of Inclusion, for Every Child.

We celebrated World Humanitarian Day... by publishing four Blog Posts from AJEDI-Ka, BIFRED, Swatantrata Abhiyan Nepal and Voice of Children sharing their experiences during the COVID-19 pandemic.  The Child Protection in Humanitarian Action Community of Practice in collaboration with the Child Protection Area of Responsibility has reached 1,500 members and counting!   Register for the CPHA Community of Practice here. In 2022,  the number of General Members of the Alliance surpassed 212 members with 40 organisations joining the Alliance. From these new members, the majority are National or Local organisations, with 33 National or Local organisations, six international organisations and one academic institution joining in 2022.
If your organisation is not a member, you can find more information about becoming a member here. We held the first ever Internal Alliance Annual Meeting in October 2022 with the Alliance Secretariat, Steering Committee and Working Group and Task Force Co-leads in Budapest, Hungary! This week-long meeting brought Alliance colleagues together, many meeting one another for the first time in person, to hold discussions, plan ahead, collaborate and work together to bring the work of the Alliance and our Strategy forward!

Check out some of the highlights below:  The Alliance Strategy
The Alliance held five, 3-hour interactive online workshops with child protection practitioners, humanitarian actors and stakeholders on each Strategic Priority outlined in The Alliance Strategy (2021-2025)  to further explore the objectives and actions to bring these objectives forward. Please find some updates on each priority area below:
  Accountability to Children
During the online workshop on Accountability, a resource mapping was presented and participants fed into it. This resource mapping will be used and updated by individuals that come together to develop and implement the Alliance’s strategic plan on accountability from 2023.

On behalf of the Alliance, the Child Protection Minimum Standards Working Group will be coordinating with the Humanitarian Standards Partnership to contribute to the revision of the Core Humanitarian Standard (CHS). This process started in 2022 through an initial online workshop with the Steering Committee for the CHS. The standard will be revised to simplify it, make it accessible to a range of actors including actors across the humanitarian-development nexus and to take into consideration the major changes to humanitarian aid programming, policy and funding since the original draft in 2014.

In July-August 2022 the Alliance invited its members to participate in a self-assessment against the Child Protection Minimum Standards. This saw members respond to a survey that gauged their organisational commitment to and implementation of the minimum standards. Organisations were then provided with support by the CPMS Working Group co-leads to implement key actions to strengthen their uptake of the minimum standards across all of their work. This builds upon the former ‘institutionalisation’ process of the Alliance for the CPMS. The lessons from this pilot will be reviewed to develop the approach for future initiatives.

In October 2022, the Alliance hosted an event on Access for Protection through Participation alongside Save the Children, and the GBV and CP Areas of Responsibility as part of the 2022 Global Protection Forum. It was one of the top events of the Forum with over 2,150 registrations and over 350 participants from donors, governments, UN agencies and civil society joining on the day. The event was co-hosted by youth moderator Divina Maloum, co-founder of Children 4 Peace in Cameroon and the Panel was joined by two young people from the Philippines who shared how children’s participation in research on access to protection services can have significant impacts for children’s protectionThe recording of the event can be found here.

During the online workshop on Accountability, a resource mapping was presented and participants fed into it. This resource mapping will be used and updated by individuals that come together to develop and implement the Alliance’s strategic plan on accountability from 2023.
  Localisation
The Alliance has developed a Localisation Action Plan to inform fundraising and action around the implementation of two of the Alliance’s seven strategic objectives on localisation:
  • INCREASE inclusion and diversity within The Alliance, by facilitating membership processes and expanding opportunities for leadership, influence, and engagement for community, local, and national actors.
  • IMPROVE the accessibility and diversity of Alliance products, platforms, and events to reach broader and more diverse audiences.
The action plan focuses on efforts to understand, strengthen and review member engagement and knowledge management processes that impact on the engagement, influence and leadership of local actors within the Alliance.

In relation to our strategic objective:
  • PROMOTE the importance of and facilitate opportunities for direct and flexible funding for community, local, and national child protection organisations.
The Alliance inputted into USAID’s draft Policy for the Localization of Humanitarian Assistance (forthcoming). The policy outlines USAID’s phased approach to advancing the localization of humanitarian assistance over the next five years, and applies to the agency’s humanitarian response and early recovery, risk reduction, and resilience efforts. The policy aims to establish a common vision for localization across USAID’s humanitarian work, with coherence across messaging, policies, guidance, and operations.      Multi-Sector Integrated Programming and Collaboration

In 2020 and 2021, the Alliance for Child Protection in Humanitarian Action, in collaboration with the Inter-agency Network for Education in Emergencies, and led by Proteknôn Foundation for Innovation and Learning, conducted participatory research across three diverse humanitarian settings - Lebanon, Democratic Republic of Congo and Colombia - to explore the impact of COVID-19 school closures on children’s protection, wellbeing and educational inequalities (research reports and advocacy briefs can be accessed here).

To respond to these findings, the Alliance and partners are conducting a series of Round Table discussions that aim to centre the voices of children and youth during outbreak-related school closures and reopenings. In October 2022, the first Round Table was held with children and young people from across humanitarian settings where they developed recommendations for the global humanitarian community based upon their lived experiences. In November 2022, the second Round Table included four distinct events with multi-sector humanitarian actors engaged in coordination, programming, advocacy and policy, from the child protection, health and education sectors, and aimed to operationalise the recommendations from children and young people. The third and final Round Table will be held with humanitarian donors at the end of January 2023 to explore how donors can play a role in more responsible and inclusive decision making on school closures in future infectious disease outbreaks.

The CPHA-EiE Joint Initiative launched a Guidance Note on Supporting Integrated Child Protection and Education Programming in Humanitarian Action, with significant contributions and guidance provided by the CPHA-EIE Advisory Group. Through collaboration, both sectors aim to deliver on the Sustainable Development Goal 4 to provide/ensure “inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030.

In October 2022, the Alliance, alongside the Global Child Protection Area of Responsibility, the Global Food Security Cluster and Plan International, organized a global online event to spotlight how food security impacts children and their protection in humanitarian contexts and recommendations for urgent collaborative action. Find the recommendations in English, French, Spanish and Arabic, the recording of the event, and the consolidated presentation, which includes a summary of the evidence review findings on linkages between child protection and food security, here.

Prevention

The Alliance launched the first video of the Prevention Video Series - The Three Levels of Prevention (AR, EN, ES, FR) with more videos in this series coming soon!

Some more resources and initiatives of note from 2022 are...

Looking Ahead: Climate Crisis, Climate Justice and Child Protection
On October 10th, the Alliance Co-Coordinator, Hani Mansourian, participated in a panel discussion as part of an event on “The climate crisis: a threat multiplier for violence against children”  co-organized by the Permanent Missions of the European Union, the Office of the Special Representative of the Secretary-General on Violence Against Children and the United Nations Office on Drugs and Crime. The purpose of the event was to draw attention to the increased risks of violence against children in the context of the current climate crisis and the most effective way to respond and advocate for an urgent action to address its impact on violence and prevent further expansion.

Hani also shed an important light on the increasingly devastating impact the climate crisis is having on children in humanitarian situations and reflected on the role of humanitarian actors to minimise the impact of such climate induced disasters on children. He also called for the increased investment in forecast and early warning information for pre-financed mechanisms as they have the  potential to advance child sensitive, protective, and informed Anticipatory Action approaches and ensure that harmful outcomes to children, whether it be separation from caregivers or recruitment into armed groups,  are prevented.

The Advocacy Working Group of the Alliance have formed a sub-group, led by TDH, to work on the climate crisis and child protection in humanitarian action advocacy. Priority activities include developing a set of key messages on the linkages between child protection in humanitarian action and the climate crisis, which can be used and adapted by child protection practitioners at all levels. The group is currently conducting a literature review of resources which explore links between child protection and the climate crisis to inform these messages. The group will also work on a formal submission  to the recently published draft the UN CRC General Comment General Comment 26 on Children’s Rights and the Environment with a Special Focus on Climate Change.

This November 2022 edition summarizes Alliance efforts to advocate for the centrality of children and their protection and equip child protection and other sector actors in humanitarian settings.

Together, we can strive for #InclusionForEveryChild. Mini-Guides: Child Protection in Outbreaks Survey

The READY Initiative funded consultations for the revision of the Alliance's 2018 Guidance Note: Protection of Children During Infectious Disease Outbreaks. In 2021, we sought feedback on the content and structure of the existing guidance. During consultations global, regional, and local actors expressed a strong preference for short, practical, field-oriented guidance on priority topics related to the protection of children in outbreaks and four new Mini-Guides were produced.

READY has funding to build on the existing series to develop and translate two additional Mini-Guides. We are therefore seeking further feedback from a variety of actors to determine which topics to prioritize.

Help us by sharing your inputs here.

Alliance Strategy Updates  Capacity Sharing among Local and International Actors to Deliver Humanitarian Action

The Operational Policy and Advocacy Group (OPAG) has tasked the IASC Localisation Task Force to develop an understanding of capacity sharing and what kind of measure/standard/approach could help strengthen that part of engagement of international actors with local actors.

In order to start off the conversation, NEAR is organizing a broad consultation process to gather feedback, comments and proposed changes, inviting Global South actors to be as propositional as possible.

Together, we can strive for Inclusion For Every Child!

World Children’s Day is celebrated each year on the 20th of November to promote improving children's welfare and mark the anniversary of the date that the UN General Assembly adopted both the Declaration of the Rights of the Child  and the Convention on the Rights of the Child.

On this World Children’s Day, the Alliance for Child Protection in Humanitarian Action and partners created a short video advocating for the INCLUSION of children of all ages, genders, abilities, and other diversity factors throughout the programme cycle by promoting the centrality of children and child protection as essential and life saving across the humanitarian system.

From climate change, education and mental health, to ending racism and discrimination, children and young people have the right to be heard and for their views to be given due weight in decisions that affect their lives, well-being, dignity, and protection.

Hannah starts working as a child protection officer today. She is very committed to her job but also has a lot to learn. This video follows her through her first days and weeks on the job. We see how she works to address issues such as child labor, psychosocial and family support, or community mobilization. We also discover how she uses the Child Protection Minimum Standards in her daily work.

🎬 You can watch the video inDo You Know How To Prevent Harm to Children in Humanitarian Settings?

Primary prevention programs identify child protection risks affecting a population or community and address their root causes. They also identify protective factors that mitigate harm within that context. Investing resources in primary prevention helps minimize the risk of negative outcomes for children and reduces the number of children needing remedial services.

This 55-minute webinar focuses on primary prevention and looks at linkages with the Child Protection Minimum Standards (CPMS).

This September 2022 edition summarizes Alliance efforts to advocate for the centrality of children and their protection and equip child protection and other sector actors in humanitarian settings.

Take a step forward towards greater accountability

All Alliance members are invited — and strongly encouraged — to join in a CPMS Self-Assessment Exercise throughout September 2022. The exercise is not an evaluation or benchmarking, so there are no right or wrong answers. Participating in it will help your agency gauge the level of CPMS implementation to date, and as such, it is a step further towards greater accountability.

To find more information on membership, please see below.  Latest Alliance Resources  --> The Impact of COVID-19 School Closures on Child Protection and Education Inequalities Research Advocacy Working Group Strategy 2021-2025 --> Primary Prevention Framework Learning Package  Child Labour Learning Package Working Group and Task Force Updates  --> CPHA-CPMS Learning Package available for piloting!
Long awaited, the updated version of the former CPIE face to face training package is finally available. The learning package aims at strengthening learners’ awareness of their own role in preventing and responding to child protection risks through sectoral and inter sectoral interventions in humanitarian contexts, in line with Child Protection Minimum Standards and guiding principles.

The learning package is available in English only at the moment for piloting purposes. If interested in using the package please reach out to learning@alliancecpha.org. --> Making children’s protection and well-being core commitments across all humanitarian sectors
Humanitarian actors across all sectors must achieve a collective and holistic focus on children’s protection and well-being to deliver improved outcomes for children. To help achieve this goal, the Alliance’s CPMS Working Group has developed «Working Together», a new inter-sectoral framework for protecting children and promoting their well-being through humanitarian standards. This framework is linked to to the Alliance's work on Multi-Sector and Integrated Programming and Collaboration as part of the Strategic Priorities outlined in the Alliance Strategy.

Dear Alliance friends, members and colleagues,  After much anticipation, we are excited to share the Impact of School Closures on Child Protection and Education Inequalities in Three Humanitarian Contexts Research Report and Advocacy Briefs. Along with the main research report, the Alliance also produced a complementary report on “Protecting Children During COVID-19 School Closures: Lessons from the Social Service Workforce in Three Humanitarian Contexts”.
In March 2020, The World Health Organization (WHO) proclaimed COVID-19 a global pandemic and governments acted quickly to close schools to stop the spread of the virus. According to the United Nations Educational, Scientific and Cultural Organization (UNESCO), school closures affected around 1.6 billion students in 169 nations, even into 2022.

Our new research reports, produced in collaboration of the Inter-Agency Network for Education in Emergencies  (INEE) highlight the challenges children and communities faced and continue to face due to COVID-19 school closures. The study draws on qualitative data gathered in humanitarian contexts in three countries - Lebanon, Democratic Republic of the Congo (DRC), and Colombia - in order to comprehend how children have experienced the impact of COVID-19 school closures on their protection, well-being, and education.

The report also includes recommendations for governments and global humanitarian actors to guide future infectious disease outbreaks and emergency response plans.

In light of the findings from this research, the Alliance and INEE have also created global and country-specific advocacy briefs, which summarize the key findings and recommendations for action.

--> Coming Up! We are also launching a series of global Round Tables with children and youth as well as global actors to move the recommendations toward action in the coming months. Keep an eye out for more information on this exciting series coming soon!  --> Find the Research Report and More!

Warm Regards,
The Alliance Coordinators

Let’s continue the learning, discussion and advocacy with our colleagues and networks! --> The Alliance 2022 Annual Meeting Recordings Playlists! --> Arabic Recordings Playlist  English Recordings Playlist French Recordings Playlist Spanish Recordings Playlist --> Drawings (English Only) --> Many participants from the recent 2022 Annual Meeting for Child Protection in Humanitarian Action told us they planned to share their learning from the sessions with their teams and networks.

There were also many interested colleagues around the world who couldn’t make it to the virtual meeting, or missed a session that interested them.

With this in mind, we are very happy to share the recordings of the sessions in Arabic, English, French and Spanish on the Alliance YouTube Channel to keep the learning and conversations going.

There are also great drawings from the sessions, available in English at www.alliancecpha.org/2022drawings, that present the information in a colourful and visual way.  The Annual Meeting focused on accountability, localisation and working across sectors. It was an interactive space for practitioners from around the world to share their experiences, challenges and successes across these areas.

It was also an important step, as the Alliance takes forward its strategy and develops a concrete and ambitious plan to promote the centrality of children and their protection. -->

In the words of one meeting participant...“Great speakers and some stimulating conversations – I think a discussion to continue.”

-->

We thank everyone for their important efforts to support learning and discussion on these priorities, and their energies for the work to come!

We encourage you to engage with the Alliance pages on Facebook, LinkedIn and Twitter. Join the new CPHA Community of Practice. Become an Alliance member, or encourage someone else to join. Consider getting more involved in Alliance Working Groups, Task Forces and Initiatives. And promote engagement with the Alliance among your colleagues and networks.

Let’s stay well connected as we move forward together,

The Alliance is coordinating with partners, including UNHCR, UNICEF and the Child Protection Area of Responsibility to play our part in trying to support this response as necessary and appropriate. Find the resources below and many more here on the Alliance website.

Seeing Forced Displacement and Protection Through a Child's Eyes

20 January 2022

Ever wondered what forced displacement looks like to children and what protection means to them? If so, you may want to check «I am Mariam», an Arabic-language illustrated storybook about a young girl forced to flee her violence-torn hometown. The publication reflects the lives of many forcibly displaced children, as its balance of hard-hitting realities and small acts of kindness comes from consultations with them. The storybook will be helpful to teach 5-12-year-old children their rights.

This month, the Alliance is saying good-bye to our dear coordinator, Audrey Bollier, after almost 4.5 years. To recognize Audrey and all the incredible contributions she has made to the Alliance, we would like to share a special message from Hani on behalf of the Alliance: --> "Audrey joined us in May 2017 as the co-coordinator of the Alliance, and I had the privilege of welcoming her on board. I met her with an open mind, but also with caution as the Alliance was precious to me, and I had no idea who Audrey was at the time.

As I got to know her over the following weeks and months, I grew to appreciate this big hearted, caring individual who is truly interested in making the lives of children better. Audrey has been a super star partner in all that we have done to make the Alliance what it is today. We developed our partnership and complemented each other's work daily through the years.

Audrey has a gift for establishing a relationship based on kindness and humanity with those she works with. She takes it upon herself to take care of others. The Alliance would not be where it is today if it was not for Audrey. Please join me in wishing Audrey a safe and fun journey ahead.

We will miss you Audrey!" --> As 2021 comes to close, the Alliance would also like to extend a huge thank you to all of our members and partners for your continued commitment and dedication to inter-agency work to ensure the protection of children in humanitarian action. In 2021, we achieved a lot together.
