This week-long meeting brought Alliance colleagues together, many meeting one another for the first time in person, to hold discussions, plan ahead, collaborate and work together to bring the work of the Alliance and our Strategy forward!
Check out some of the highlights below: The Alliance Strategy
The Alliance held five, 3-hour interactive online workshops with child protection practitioners, humanitarian actors and stakeholders on each Strategic Priority outlined in The Alliance Strategy (2021-2025) to further explore the objectives and actions to bring these objectives forward. Please find some updates on each priority area below:
Accountability to Children
During the online workshop on Accountability, a resource mapping was presented and participants fed into it. This resource mapping will be used and updated by individuals that come together to develop and implement the Alliance’s strategic plan on accountability from 2023.
On behalf of the Alliance, the Child Protection Minimum Standards Working Group will be coordinating with the Humanitarian Standards Partnership to contribute to the revision of the Core Humanitarian Standard (CHS). This process started in 2022 through an initial online workshop with the Steering Committee for the CHS. The standard will be revised to simplify it, make it accessible to a range of actors including actors across the humanitarian-development nexus and to take into consideration the major changes to humanitarian aid programming, policy and funding since the original draft in 2014.
In July-August 2022 the Alliance invited its members to participate in a self-assessment against the Child Protection Minimum Standards. This saw members respond to a survey that gauged their organisational commitment to and implementation of the minimum standards. Organisations were then provided with support by the CPMS Working Group co-leads to implement key actions to strengthen their uptake of the minimum standards across all of their work. This builds upon the former ‘institutionalisation’ process of the Alliance for the CPMS. The lessons from this pilot will be reviewed to develop the approach for future initiatives.
In October 2022, the Alliance hosted an event on Access for Protection through Participation alongside Save the Children, and the GBV and CP Areas of Responsibility as part of the 2022 Global Protection Forum. It was one of the top events of the Forum with over 2,150 registrations and over 350 participants from donors, governments, UN agencies and civil society joining on the day. The event was co-hosted by youth moderator Divina Maloum, co-founder of Children 4 Peace in Cameroon and the Panel was joined by two young people from the Philippines who shared how children’s participation in research on access to protection services can have significant impacts for children’s protection. The recording of the event can be found here.
During the online workshop on Accountability, a resource mapping was presented and participants fed into it. This resource mapping will be used and updated by individuals that come together to develop and implement the Alliance’s strategic plan on accountability from 2023.
Localisation
The Alliance has developed a Localisation Action Plan to inform fundraising and action around the implementation of two of the Alliance’s seven strategic objectives on localisation:
- INCREASE inclusion and diversity within The Alliance, by facilitating membership processes and expanding opportunities for leadership, influence, and engagement for community, local, and national actors.
- IMPROVE the accessibility and diversity of Alliance products, platforms, and events to reach broader and more diverse audiences.
In relation to our strategic objective:
- PROMOTE the importance of and facilitate opportunities for direct and flexible funding for community, local, and national child protection organisations.
In 2020 and 2021, the Alliance for Child Protection in Humanitarian Action, in collaboration with the Inter-agency Network for Education in Emergencies, and led by Proteknôn Foundation for Innovation and Learning, conducted participatory research across three diverse humanitarian settings - Lebanon, Democratic Republic of Congo and Colombia - to explore the impact of COVID-19 school closures on children’s protection, wellbeing and educational inequalities (research reports and advocacy briefs can be accessed here).
To respond to these findings, the Alliance and partners are conducting a series of Round Table discussions that aim to centre the voices of children and youth during outbreak-related school closures and reopenings. In October 2022, the first Round Table was held with children and young people from across humanitarian settings where they developed recommendations for the global humanitarian community based upon their lived experiences. In November 2022, the second Round Table included four distinct events with multi-sector humanitarian actors engaged in coordination, programming, advocacy and policy, from the child protection, health and education sectors, and aimed to operationalise the recommendations from children and young people. The third and final Round Table will be held with humanitarian donors at the end of January 2023 to explore how donors can play a role in more responsible and inclusive decision making on school closures in future infectious disease outbreaks.
The CPHA-EiE Joint Initiative launched a Guidance Note on Supporting Integrated Child Protection and Education Programming in Humanitarian Action, with significant contributions and guidance provided by the CPHA-EIE Advisory Group. Through collaboration, both sectors aim to deliver on the Sustainable Development Goal 4 to provide/ensure “inclusive and equitable quality education and promote lifelong learning opportunities for all” by 2030.
In October 2022, the Alliance, alongside the Global Child Protection Area of Responsibility, the Global Food Security Cluster and Plan International, organized a global online event to spotlight how food security impacts children and their protection in humanitarian contexts and recommendations for urgent collaborative action. Find the recommendations in English, French, Spanish and Arabic, the recording of the event, and the consolidated presentation, which includes a summary of the evidence review findings on linkages between child protection and food security, here.

- The Prevention Initiative launched a research project using a qualitative approach to assess population-level risk and protective factors for the protection of children with disabilities
- The Prevention Initiative launched a capacity building module to measure risk and protective factors and strengthen preventive approaches in child protection in humanitarian action
On October 10th, the Alliance Co-Coordinator, Hani Mansourian, participated in a panel discussion as part of an event on “The climate crisis: a threat multiplier for violence against children” co-organized by the Permanent Missions of the European Union, the Office of the Special Representative of the Secretary-General on Violence Against Children and the United Nations Office on Drugs and Crime. The purpose of the event was to draw attention to the increased risks of violence against children in the context of the current climate crisis and the most effective way to respond and advocate for an urgent action to address its impact on violence and prevent further expansion.
Hani also shed an important light on the increasingly devastating impact the climate crisis is having on children in humanitarian situations and reflected on the role of humanitarian actors to minimise the impact of such climate induced disasters on children. He also called for the increased investment in forecast and early warning information for pre-financed mechanisms as they have the potential to advance child sensitive, protective, and informed Anticipatory Action approaches and ensure that harmful outcomes to children, whether it be separation from caregivers or recruitment into armed groups, are prevented.
The Advocacy Working Group of the Alliance have formed a sub-group, led by TDH, to work on the climate crisis and child protection in humanitarian action advocacy. Priority activities include developing a set of key messages on the linkages between child protection in humanitarian action and the climate crisis, which can be used and adapted by child protection practitioners at all levels. The group is currently conducting a literature review of resources which explore links between child protection and the climate crisis to inform these messages. The group will also work on a formal submission to the recently published draft the UN CRC General Comment General Comment 26 on Children’s Rights and the Environment with a Special Focus on Climate Change. Together, we can strive for #InclusionForEveryChild. Mini-Guides: Child Protection in Outbreaks Survey
The READY Initiative funded consultations for the revision of the Alliance's 2018 Guidance Note: Protection of Children During Infectious Disease Outbreaks. In 2021, we sought feedback on the content and structure of the existing guidance. During consultations global, regional, and local actors expressed a strong preference for short, practical, field-oriented guidance on priority topics related to the protection of children in outbreaks and four new Mini-Guides were produced.
READY has funding to build on the existing series to develop and translate two additional Mini-Guides. We are therefore seeking further feedback from a variety of actors to determine which topics to prioritize.

Introducing... The Impact of School Closures on Child Protection and Education Inequalities in Three Humanitarian Contexts!
In March 2020, The World Health Organization (WHO) proclaimed COVID-19 a global pandemic and governments acted quickly to close schools to stop the spread of the virus. According to the United Nations Educational, Scientific and Cultural Organization (UNESCO), school closures affected around 1.6 billion students in 169 nations, even into 2022.
Our new research reports, produced in collaboration of the Inter-Agency Network for Education in Emergencies (INEE) highlight the challenges children and communities faced and continue to face due to COVID-19 school closures. The study draws on qualitative data gathered in humanitarian contexts in three countries - Lebanon, Democratic Republic of the Congo (DRC), and Colombia - in order to comprehend how children have experienced the impact of COVID-19 school closures on their protection, well-being, and education.
The report also includes recommendations for governments and global humanitarian actors to guide future infectious disease outbreaks and emergency response plans.
In light of the findings from this research, the Alliance and INEE have also created global and country-specific advocacy briefs, which summarize the key findings and recommendations for action.
Warm Regards,
The Alliance Coordinators

Ever wondered what forced displacement looks like to children and what protection means to them? If so, you may want to check «I am Mariam», an Arabic-language illustrated storybook about a young girl forced to flee her violence-torn hometown. The publication reflects the lives of many forcibly displaced children, as its balance of hard-hitting realities and small acts of kindness comes from consultations with them. The storybook will be helpful to teach 5-12-year-old children their rights.

This month, the Alliance is saying good-bye to our dear coordinator, Audrey Bollier, after almost 4.5 years. To recognize Audrey and all the incredible contributions she has made to the Alliance, we would like to share a special message from Hani on behalf of the Alliance: --> "Audrey joined us in May 2017 as the co-coordinator of the Alliance, and I had the privilege of welcoming her on board. I met her with an open mind, but also with caution as the Alliance was precious to me, and I had no idea who Audrey was at the time.
As I got to know her over the following weeks and months, I grew to appreciate this big hearted, caring individual who is truly interested in making the lives of children better. Audrey has been a super star partner in all that we have done to make the Alliance what it is today. We developed our partnership and complemented each other's work daily through the years.
Audrey has a gift for establishing a relationship based on kindness and humanity with those she works with. She takes it upon herself to take care of others. The Alliance would not be where it is today if it was not for Audrey. Please join me in wishing Audrey a safe and fun journey ahead.
We will miss you Audrey!" --> As 2021 comes to close, the Alliance would also like to extend a huge thank you to all of our members and partners for your continued commitment and dedication to inter-agency work to ensure the protection of children in humanitarian action. In 2021, we achieved a lot together. Of note are...
