Nigeria: Deputy Head of Delegation (Programmes)

Tdh:

Terre des hommes Foundation (Tdh), with headquarters in Lausanne and an office in Zurich, is the leading Swiss organisation for child rights. In 2022, we supported 2.6 million children and members of their communities around the world. We trained people who in turn supported a further 4.5 million children and members of their communities.

Context:

Nigeria is a diverse country with stark contrasts between the prosperous southern regions and the strife-ridden northern areas, particularly impacted by over a decade of violent insurgency. This situation has given rise to immense humanitarian needs for millions, exacerbating socio-economic disparities for a significant portion of the populace. In the northeast, notably in Borno, Adamawa, and Yobe (BAY states), the conflict instigated by non-state armed groups persists unabated, leading to mass displacement, agricultural destruction, service interruptions, and a protection crisis. In the Northwest and central regions, man-made calamities have compelled local populations to abandon their homes, seeking refuge in areas devoid of basic amenities. This represents a dire humanitarian emergency. As of 2023, approximately 2 million children under five in these states are at risk of malnutrition, with 700,000 facing severe acute malnutrition, and around 4.3 million requiring food aid.

Tdh in Nigeria: 

Tdh was first established in Abeokuta in 2008, focusing on migration. Activities in southern Nigeria ceased in 2020. To address the Lake Chad Basin Crisis, Tdh set up a Country Coordination Office in Maiduguri, Borno State, in mid-2017. Tdh aids the crisis response through health, nutrition, child protection (CP), emergency education (EiE), WASH, and mental health & psychosocial support (MHPSS). Beginning in 2022, Tdh scaled back its presence in Borno State, concentrating efforts in Maiduguri through an integrated project (CP / EiE / PSS / WASH) targeting IDPs and host communities. By 2024, Tdh widened its reach within and beyond North East Nigeria to assist vulnerable communities and bolster the Child Protection System. Tdh seeks to carry out projects in Borno, Ondo, Cross River, Zamfara, Sokoto, and Benue states in Nigeria.

Responsibilities:

  1. Under the Head of Delegation’s supervision, the Deputy Head of Delegation ensures the supervision of programs at the national level. He/She sees to the proper implementation of Programs in compliance with the Strategic Planning (SP) of the delegation’s operations in adherence to the general reference framework and the program approach. He/she is in charge of leading the development of the programe strategy in Nigeria in line with the institutional strategy and oversees its implementation.
  2. He/She ensures the implementation of monitoring and evaluation systems in the projects and monitor the progress of activities according to pre-established indicators. He/She notifies the Head of Delegation if there is a need to implement corrective measures. He/She supervises the program teams. He/She feels accountable to the beneficiaries, collaborators and donors. In collaboration with Africa Portfolio, Program expertise team, and the Head of Delegation, he/she will be a key staff for business development initiatives in the delegation including being responsible for writing project proposals and capacity building of program teams on business development.
  3. He/ She contributes to ensure that teams and partners have been instructed in the security policies and the general code of conduct and conform to them at all times.
  4. Through delegation from the Head of Delegation, He/She contributes to managing and assuming ultimate responsibility for all the mission’s risks and aspects of access.
  5. He/she will represent Tdh to Government (Borno State, Federal Government) Donors and other key stakeholders in the absence of or as delegated by the HOD.

Profile:

Education:

  • Master’s Degree in relevant social science or in Project Management

Experience & Competencies:

  • A minimum of eight years of senior management and development experience in an NGO environment, including experience directing and implementing programs for children.
  • Robust experience of program cycle management including in emergencies.
  • Substantial experience and knowledge of effective financial and budgetary control and managing grants from major institutional donors.
  • Experience in more than one of Tdh’s thematic sectors: child protection, health and nutrition, access to justice, migration, WASH in emergencies context.
  • Experience managing teams for resource mobilisation and submitting proposals including large proposals in a wide range of thematic areas.
  • Experience working with high level government agencies and academics on issues related to children.
  • Proven experience in new business development, project design, and donor proposal design with corporate, foundations and institutional donors.
  • Proven experience in developing and managing monitoring, evaluation and learning systems.

Languages:

  • English. 
  • French would be an asset.

IT:

  • High proficiency with Microsoft Office Suite

Conditions:

  • Swiss contract
  • Gross monthly salary between CHF 5’200.- and CHF 5’400.- depending on experience - x13,36 months
  • Insurances: sickness, accident, repatriation
  • Annual leaves: 25 days/year
  • Flights to duty station and back
