Job Purpose:

The Senior Protection Officer is responsible for designing, implementing, and monitoring child protection and MHPSS interventions for individuals and communities affected by emergencies, including conflicts, natural disasters, and other humanitarian crises. This role involves conducting assessments to identify needs, developing appropriate interventions, and providing direct support and counseling services. The Senior Protection Officer will also develop and conduct training programs to build the capacity of staff and partners, ensure the delivery of services adheres to ethical and professional standards, and maintain coordination with other actors in the field to avoid service duplication. Additionally, this role includes supervising case management pathways, leading awareness sessions, ensuring community participation, and managing operational project plans. The Senior Protection Officer will communicate and coordinate with field staff, oversee procurement processes, ensure compliance with monitoring and evaluation requirements, and produce regular reports on project progress. Networking and representation at local and national platforms, adherence to organizational policies, and undertaking additional relevant duties as assigned are also key components of this role.

Duties, Objectives, and Competencies:

Project Implementation: 

  • Design, implement, and monitor child protection and MHPSS interventions for individuals and communities affected by emergencies such as conflicts, earthquakes, floods, and other social difficulties or humanitarian crises**.**
  • Provide direct support and counseling services to individuals and groups as well as psycho-education sessions to enhance the mental health and psychosocial well-being of the affected population**.**
  • Develop and conduct training programs to build the capacity of staff and partners in child protection and MHPSS interventions and provide ongoing coaching and supervision to ensure quality programming**.**
  • Ensure that child protection and PSS services are delivered in accordance with ethical and professional standards and protocols**.**
  • Coordinate and collaborate with other actors in the field to ensure complementarity and avoid duplication of services**.**
  • Supervise case management pathways and ECF (Emergency Case Fund) technically**.**
  • Maintain up-to-date services mapping in the areas of intervention**.**
  • Design and lead the implementation of awareness sessions and outreach activities**.**
  • Ensure participation of the community in the implementation of the projects through appropriate mechanisms ensuring the projects address the needs of the most vulnerable**.**
  • Manage and implement operational project plans based on a plan submitted to donors and in accordance with the program management tools**.**
  • Ensure that Child protection is mainstreamed and all staff members are informed on the Child safeguarding policy**.**

Staff Management: 

  • Communicate and coordinate with the project field staff/team to ensure effective and efficient program implementation and operational systems**.**
  • Hold regular coordination meetings with key team members and regular meetings with the program Manager to discuss issues and ensure strong communication and learning from each other**.**
  • In cooperation with Orange human resources, participating in project staff development by identifying required skills regarding protection activities**.**

Procurement: 

  • In coordination with the logistics/procurement team, ensure that all relevant purchase orders are well prepared and submitted with providing all required BoQs and technical specifications to maintain the best level of provided services/supplies**.**

Monitoring & Evaluation: 

  • Make sure that all child protection and MHPSS activities are in line with the logical framework and the project’s M&E plan. And ensure regular analysis and reporting of project data in coordination with Orange’s MEAL team**.**
  • Ensure relative staff is aware of and understands the M&E requirements and data-sharing mechanisms, including monthly data collection, analysis, and reporting to all key stakeholders in a timely manner**.**

Reporting: 

  • Provide regular reports to the line manager on progress, challenges, and lessons learned in the implementation of the child protection and MHPSS interventions, and produce timely internal reporting in line with donor requirements**.**
  • Report immediately all projects’ security challenges and ensure proper incident reports are submitted**.**
  • Participate in protection cluster reports, data collection, and reporting activities via 4Ws submission**.**

Networking: 

  • Represent Orange at different local coordination forums and national platforms and other working groups related to the protection and MHPSS programming**.**
  • Regularly provide briefings on protection activities, emerging issues, and developments in the areas of implementation to Orange donors, UN OCHA clusters, and other networks when required**.**

Other: 

  • Adhere fully to the commitments and rules of Orange’s Code of Conduct**.**
  • Adhere to Orange’s Safeguarding Policy**.**
  • Undertake any other relevant duties as may be assigned by the line manager or the top management.

Requirements:

  • Bachelor's degree in psychology, counselling, social work, or a related field. Master's degree preferred.
  • At least 4 years of experience in the implementation of child protection and MHPSS interventions in emergency, conflict, or disaster settings.
  • Experience in capacity building and providing remote coaching and supervision to staff.
  • Knowledge of international standards and best practices in child protection, safeguarding, and MHPSS programming.
  • Fluency in English and Arabic, with excellent written and verbal communication skills.
  • Turkish language skills is desired.
